If practically no one in the generation wants to be in service when there time requirement is reached. When the next generation is just reaching the draft age during a war, no soldiers will be there to protect. The training time for a unit that size would take to long. The resources, operation, and supply cost to run the army would be massive. People who have come out of service can require both physical and mental rehabilitation. Some even commit suicide do to their experiences. Also causing some people to develop mental or physical conditions during or after service. Those who have physical conditions can affect the armies capabilities along with those who have religion against killing. It requires those who are at their peak knowledge to service, making it hard to seek further education. The parents who have kids going into or in service, loss them in service or fear to lose them.
