I. Introduction
In South African governance context the local government are the implementing agent of the national and provincial government, the responsibility of local government is to provide community with sustainable services. However in recent years we have seen many service delivery boycotts in South Africa as a failure of providing basic services at local government level. The maladministration of municipality and lack of community development together with participation has resultant the grievances from community members.
However the main aim of the government is to provide services to community members. The fundamental key is to provide services of good quality in an efficient and effective manner and also to take the issue of social responsibility into consideration. The life of community members have to be developed because the local government has the idea of what community members require because of its ground level structure of governance.
The development of local government needs the well-established policies frameworks in order to promote community development and good governance. The formulated policies should be accomplished and be implemented well. In South African politics, there is problem in regard to governance and accountability, because of lack of responsibility from political office bearers.
In this discussion the focus will be on the role of local government in providing basic services, the importance of improving the quality life of community members, the development of local government in South Africa. Also the study will address the challenges facing local government in South Africa and the importance of good governance in South African local government context.

Municipal control or an alternative delivery method? This is the question that has intrigued all levels of local government and created intense debates between taxpayers across municipalities. The services that municipalities provide are often vital to the existence of a local area. The issues of accountability, cost savings, quality of service and democracy often arise when choosing the best options to deliver services to a municipal area. In recent years the concepts of privatization, alternative service delivery and public-private partnerships are often promoted as ways cut down on overburdened annual city budgets and promote a higher quality of service to citizens. Municipalities have historically always provided basic services such as fire protection, water purification/treatment and recreational facilities. However, would private companies or another municipality be able to better deliver the same services more efficiently or at a lower cost? The city or town often provides a political grass roots approach to most local problems. Municipalities are better positioned and have a wider scope to provide services to their constituents in order to ensure quality of service that does not erode accountability and transparency, or drive the municipality deeper into debt.
The Texas government is a complex system whose ultimate purpose is to serve its citizens. Oftentimes, its complexity in certain aspects causes problems in its efficiency in serving. The way the Texas Constitution is written, how local governments run, the judicial, legislative, and executive branches’ efficiency, as well as Texas public policy and fiscal policy result in a government that is not set up to best serve its citizens.
The relationship between a local government and its people is typically a combined form of stability, as well as discordant moments of tension and rising-to-dramatic change. More specifically, the political climate of the local government differs depending on how those people view the three aspects of their governmental calls and needs: rights and responsibility of the people, obligations of their government, and limits on the local governmental authority.

In May of 1787, in the city of Philadelphia, the delegates from all of the thirteen states held a meeting in order to make a better union. The end result was the Constitution of the United States. The delegates discussed which form of government would be the best suited for both the security, and the freedom that many had wanted to add to this new government. Democracy has been the root of a limited government, the system of which government powers are distributed so that one group of leaders do not have too much influence. The limited government has been structured to keep peace amongst all parties that are involved in the government. To ensure that public service is not limited to only a section of the public, the issue of equity is taken into consideration so that public interest is realized. Efficiency and effectiveness additionally go hand in hand in ensuring that allocated resources are used in the best possible manner to attain set goals. In this essay I will outline and discuss some of these issues and the interventions, projects or programmes designed and used to tackle and combat them. The three models of intervention or, ‘Community Development’, I will discuss in this essay, "Social Planning", "Community Development", and "Social/Community Action", all have the same aim regardless of how it is accomplished and this is to improve and maintain the conditions which affect the lives of the community.

However, there are still avenues that can impede further progress, more so economically then politically. Primarily the lack of foreign investment, especially when South Africa's gold and diamond reserves are emptied as other parts of economy are not as developed. Secondly, the economic gap between whites and blacks that was stretched during the time of apartheid needs to be tightened or else it could become dangerous to the stability of the political system. However, due to the leadership of Nelson Mandela, South Africa’s current government structure exists to solve these issues.
There has to be order and support in the governing system. Every person that makes up a community should have a job. Everyone should work together and enjoy working together. cooperation in a community is key. When everyone works together parts work smoothly. You need people willing to get out there, and communication is where that begins.
The concept of citizenship traditionally has two meanings: it both implies legal relationships between a person and a country, thus being close to nationality, and defines a normative ideal of the association with a political community and an active participation in it; while analyzing the attributes of ‘a good citizen’, we mostly deal with the latter. Though it is democracy that enables us to fully exploit the capacities of our citizenship by giving us civil, political and social rights, it itself requires responsible citizens for proper functioning of its institutions. However, more and more people these days prefer to abstain from public life and to pursue private interests, and with the growth of passive citizenship, it is worth asking: what does constitute a good citizen? I believe that a good citizen is a person who never makes a choice between private interests and public activities, but the one whose life is balanced between those two, the one who needs to step outside the close circle to fulfill his life-mission, to realize his potential.
As result of the disappointed output of governance for developing countries the success is dependent on circumstances of democratic maturity, sensitivity of patronage practice and weak state building capacity.
