Land Redistribution in South Carolina After the Civil War, the United States was torn on how to provide services to freed slaves, or freedmen. Eventually the Freedmen's Bureau emerged from the confusion. This bureau gave food, shelter, and education to freedmen, but also did one more very important service. The Freedmen's Bureau helped to get the emancipated slaves on their feet by providing land to each of them. "Forty acres and a mule"(Abbot, 52) was the amount of land and property that each family or single man in South Carolina was to get. To freedmen, freedom was only achieved when they were in control of some type of property. Unfortunately, three problem arose; the government needed to attain a sufficient amount of land to provide the expected forty acres, distribute that land properly, and later fight the original owners for that land. There were four ways that the Freedmen's Bureau acquired land in South Carolina. Three were due to Federal laws. First the federal government issued a direct tax law, and all who could not pay forfeited their property to the United States. Second, "All property of civil and military officers of the Confederate government [was] subject to seizure by the federal government" (Abbot, 53). Third, any Southerners who were not in their homes were considered voluntarily absent and gave their land to the United States. "All the properties in the South seized under these measures and still remaining under federal control at war's end were turned over to the Bureau during the spring and summer of 1865" (Abbot, 53). Finally, during Sherman's March of the Civil War, all islands South of Charleston an all abandoned rice fields were captured. These four measures of acquiring land accounted for about 300,000 acres of land that was in the possession of the Bureau, but they still did not know how they were going to pass it out. A decision was made that with this newly gained land would either be sold or rented out in forty acre plots. "Such plots were to be leased for three year periods for annual rentals not to exceed six percent of the appraised value in 1860..."(Abbot, 54), which meant that freedmen would be able to afford this land and not be forced into a labor contract. General Rufus Saxton, the head of this plan, had another idea too.
In 1865, the Freedmen’s Bureau was introduced in Congess. It was formed because the government realized that it could not longer meet the needs of Southerners. It was created to look after freed slaves as well as refugees and abandoned land.
For around three cents per acre, 15 million in total, the land would have been as if one was giving land away in modern days. But even when the purchase was made, it was a steal. But this is exactly what was needed, land, and more land. A place to grow larger, somewhere to call ours. But even then that we bought the land, we did not know what was upon the land. The Civil War was period of change in American history. Following the warfare, congress established a federal agency named the Freedmen’s Bureau to facilitate the freed people’s transition from slavery to freedom. Southern blacks encountered the worst chaos, displacement, illnesses, poverty and epidemics, which were limiting to the bureaus successes during reconstruction (Finley 2013, 82). During the war, lack of basic needs and medicine hindered the efforts of improving economic social and political freedom. As a result, the Freedmen’s Bureau was designed to help black southerners transition from slavery to freedom. The challenges faced during this transition were enormous, as the civil war had ruined the region completely. The farms faced destruction during the war and huge amounts of capital depleted in the war. After the black Americans were freed from their slave masters they did not have ‘a cent in their pockets’ and ‘without a hut to shelter them’ . This obvious lack a home, and the monetary funds needed to support them [the freed slaves] and their families, together with the lack of widespread Government support meant that many slaves continued to live in poverty, and in many ways, they could have been better off (economically), had they been left in bondage . For this reason, many Southern slaves ‘had little choice but to remain as paid labourers or to become sharecroppers working on the land as before’ . Imagine that you are an escaped African slave. After years of being a slave, you’ve finally done it, you escaped the terrors that are slavery. You are looking forward to the freedoms that you have heard are promised in the north. However, these “freedoms” are all what they were made out to be. Blacks in the north were, to some extent, free in the years before the Civil War.
After the Civil War there was a problem on how freed people would survive. The ex-slaves after the Civil War didn’t have a place to settle or money. They had no skills other than farming to procure jobs so they couldn’t earn money. Freedmen’s Bureau provided shelter, resources, an education, and taught necessary skills to get jobs (Jordan 386).
This same year General Sherman issued the Special Field Order 15, in attempt to provide land for the ex-slaves. There was 40 acres of land and a mule waiting for the emancipated slaves, this gave hope for an economic development among black communities. The Special Field Order 15 put all the land under federal control acquired by the government during the war to use for the homestead of the blacks. The availability of inexpensive land in the American West provided opportunity for many Americans to fulfill the American dream of individualism, economic opportunity and personal freedom. Immigrants, former slaves and other settlers moved across the country to become western farmers and ranchers to make a new life. One of the reasons why the west was a land of opportunity for the farmers and ranchers was the large quantity of cheap available land. This allowed for many Americans, both rich and poor, to buy land for farming and raising cattle. The Homestead Act of 1862 aided the process. The Homestead Act gave title to 160 acres of federal land to farmers who staked a claim and lived on the land for five years. Alternatively, a farmer could buy the land after six months for $1.25 an acre. Many blacks and immigrants joined the westward expansion, looking for a better life. There was one obstacle to the settlers to expand into the lower South. The obstacle was the Indian tribes such as the Cherokee, Creek, Choctaw, Chicasaw, and Seminole nations (Indian Removal 1). According to the white settlers, the nations were in the way of the white’s progress. Another goal of African Americans was the ownership of land. To the freedmen, land ownership was equivalent to economic independency. However, they were mistaken. Economic independency was an unrealistic goal in the southern environment. As former slaves, African Americans were very familiar to the agricultural life style. As a result of Sherman's raids across the south, large plots of land were left uninhabited. Vast amounts of freedmen took the opportunity to occupy these lands. In 1866, Congress also passed the Southern Homestead Act giving African Americans access to public lands in five southern states. Contrary to what the freedmen believed, land ownership did not ensure financial success. Most land owned by African Americans was small and had an inferior value compared to white farms.
When the Northern States abolished slavery, blacks could begin building a life in freedom. The North was now the land of freedom. This had a huge impact on the thousands of slaves and indentured servants who ran away trying to reach freedom and their dreams of a better life. The southern slave owners viewed the act of running away as disrespect. They had paid money for the slaves and therefore owned them as their property. The advertisements served as a resource for them to regain their possessions, both the human and material possessions. The descriptions of the indentured servants and slaves that were given in the advertisements clearly attest to the fact that slaves were viewed as property. The advertisements offer great insight into what the life of a slave was like, and why they would risk running away.
The end of the Civil War left many questions for both the North and the South. The federal government was faced with the responsibility of rebuilding the South and reuniting the country politically, economically, and culturally. At the war’s end, the country was left to grapple with 200,000 deaths and over a million casualties, more than any other war for the United States, either past or since[1]. The turbulence of the era left the countryside and the economy of the South in ruins. Plantation owners, the antebellum economic lords who ruled with an iron fist, were financially devastated by the war. Confederate currency was worthless, free slave labor was outlawed, and the federal government confiscated many acres of plantation land. In addition to rebuilding the Southern economy and its infrastructure, the federal government had to address the situation of newly freed blacks. Though Southern blacks had gained their freedom in the Emancipation Proclamation of 1862, they still faced great economic and social hardship as they struggled to make a living and find their niche in Southern society. While the Radical Republicans pushed for the full equality of blacks, they faced staunch opposition from Southern Democrats and more moderate Republicans.
