INTRODUCTION
Correctional administration entails the actions and functions that managers and administrators must do to manage and direct correctional facilities and programs for housing and rehabilitating offenders in the public or private sector. Correctional administration has long been influenced by theories and practice, as well as the public’s views, attitudes, and beliefs toward corrections. Four goals of corrections are commonly promoted: retribution, deterrence, incapacitation, and rehabilitation. Administrators must constantly look to the future and plan for how they should respond to both known and unknown forces. Strategic planning is utilized to guide administrators in the creation of agency practices and procedures in response to future challenges. According to Seiter (2017), “Strategic planning creates a ‘road map’ for how an agency gets to where it wants to go.” (p. 68). It is important how an agency develops its plans for the future, using strategic planning to involve staff, identify future challenges, and create and implement programs and strategies to move beyond these challenges. Additionally, a concept referred to as strategic management is a new way to implement an organization’s strategic plan. According to Crosby (1991), it is possible to develop a strategic plan without giving much thought to the actual management of that plan. However, Crosby (1991) conveyed that it is probably impossible to manage an organization strategically without having developed a strategic plan. Engaging staff in these processes and phases is very important to the success of the plan. It is well documented that when staff are informed by clearly communicating the organization’s goals, they develop a sense of direction and focus. Changes in sentencing law, including three strikes laws in some states, and policy are mostly to blame. This has resulted in severe prison overcrowding and economic strains on states to accommodate a rapidly expanding correctional system, regardless of increasing evidence that large-scale incarceration is not an efficient way of achieving public safety. It is evident that we are now seeing a growing recognition that our approach to dealing with convicted criminals is too costly. According to Mackenzie (2001), if we are to move ahead without repeating past mistakes, we must begin to use empirical knowledge to guide decision-making. Mackenzie (2001) further recommends that administrators should implement programs that have been shown to work, because there is every reason to believe that evidence-based knowledge will help correctional administrators address these problems in the future. Today, correctional administrators have even more refined knowledge of what works, thanks to evidence-based research. There is scientific evidence that prison and parole programs can reduce recidivism. One of the surest ways we know to keep crime down is to prevent those who have committed crimes in the past from doing so again. Rehabilitation programs are not for every prisoner, and we should not waste money on those who

In recent years, there has been controversy over mass incarceration rates within the United States. In the past, the imprisonment of criminals was seen as the most efficient way to protect citizens. However, as time has gone on, crime rates have continued to increase exponentially. Because of this, many people have begun to propose alternatives that will effectively prevent criminals from merely repeating their illegal actions. Some contend that diversion programs, such as rehabilitation treatment for drug offenders, is a more practical solution than placing mentally unstable individuals into prison.
For years now, incarceration has been known to be the center of the nation’s Criminal Justice Center. It’s no secret that over time, the criminal justice center began experiencing problems with facilities being overcrowded, worldwide, which ended up with them having to make alternative decisions to incarceration that prevent violence and strengthen communities. These new options went in to plan to be help better develop sentencing criminal offenders.
The cut of budget has been an issue in the American correctional system. According to an instructor in the criminal justice program at the University of Phoenix Salem Learning Center said that when the cut of budget is slashed many correctional facilities must shut down (Ramos, 2012). Recently, four state prisons had been part of the shut-down in the United States, such as Monterey Shock in Schuyler County, and three medium security facilities including; Wayne County, Chateauguay in Franklin County and Mt. McGregor in Saratoga County (Hughes, 2013). The problem appears to be drastic because when correctional facilities face this issue, inmates should be transferred to other correctional facilities and staff have to be willing to relocate to other correctional facilities.
Throughout history, changes have occurred all around us. More specifically, our correctional facilities. As community members commit crimes, our jails and prisons provide the deterrence, punishment, retribution and rehabilitation needed to become a successful member of the community again. When offenders enter into the correctional facilities, restrictive housing and administration segregation play a role in providing safety to inmates and to staff members. By looking at how restrictive housing and administration segregation was established, evolved, and how it plays a role in today’s society, we as citizens can learn about our correctional facilities and the tasks they use to keep inmates safe and correctional staff.
Corrections in criminal justice is a punishment to rehabilitation or improve offender’s behaviors. The correctional system has programs that include parole and probation that are set for inmates that qualify to improve themselves and become better people. There are also other programs that provide care and support for inmates that are making a transition from custody to society. Evidenced based programing are out there to help inmates and make a change in corrections.
We also need to concentrate on programs and treatment facilities that can be utilized instead of sending people to prison. This can and has been done. When Ronald Reagan was governor, he reduced the prison system by 30 percent, mainly through sentencing reforms (Price). We cannot simply look for a quick and easy solution to this problem, such as releasing prisoners early. We need to start at the bottom, figure out how we got to this point, and address the problem there.
Many different facets compose the makeup of a prison community. One of the main components of the prison culture is the correctional officer. The individuals that are responsible for the security at correctional facilities such as a prison are better known as CO’s or correctional officers. Typically, the higher the security levels of the prison, the lower the ratio of inmates to correctional officers. “State averages of inmates to COs range from about 3.5 to 1 up to 8 to 1 (with national averages of 5.4 to 1 in 2000), but these numbers have to be taken with a grain of salt” (Foster, 2006, p.164). With the aforementioned disparity with the number of COs to inmates naturally safety concerns arise when it comes to keeping both COs and inmates working and living in a safe environment.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment in which was imposed by the court, be given services that aid in the rehabilitation to those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nations correctional system finally reached it’s critical collapse, and as a result placed or American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement be ineffective in controlling these colossal increases of crime against society?
A correctional officer is apart of a staff in a detention center, prison, or a jail that sets to accomplish the goals of the institution’s objectives by maintaining control and order within the prison (Seiter, 2011). While the role of a correctional officer is very crucial within a prison, depending on the unique role to a specific location, it is important that we understand that these humble and quiet guardians are in the correction facilities. Between the different criminal justice facilities, the mission and goals between them are vastly different, although there is very little contrast in the roles that correctional officers play in these facilities. Correctional officers are solely in charge of the direct and constant supervision of prisoners and administering the security procedures and protocols within a facility. These officers also need to be extremely well informed in the technical and interactive realm of the prison system as daily interactions with the inmate population requires them to have strict adherence to policies and a sharp attention to
Although it may not seem like a major problem to most people in the United States, prisons are becoming overcrowded, expensive to maintain and have little to no effect on the moral discipline of inmates. The current prison system is extremely inefficient and the purpose of prisons has been completely forgotten. According to Journal of Criminal Law and Criminology, the primary purpose of prisons is to punish, to protect, and to rehabilitate. Not only is there an increase in prisoners, but there is a rise in the number of repeat offenders. The corrections system has varied in many way throughout the years, and most people have mixed feelings about how it is being ran in today’s world. The system has changed over time all over the world, but it has also changed in different regions in the world. For example, some laws and regulations have been changed over the years that apply to the whole nation, while some laws and regulations only change in certain states. Not only do laws around the nation change, but the way prisons are ran in certain areas of the United States have changed over the years. Although laws and regulations of the correction systems change over time, the United States finds a way to enforce the law in the most efficient way possible all over the nation.

If asked what strategic planning is one could interpret it as simply a road map that can guide the organization in the right direction. It is very unlikely that an organization would know which direction to take without a sense of direction. Managers are faced every day with decisions that have a major impact on the direction the organization must take, therefore, strategic planning can play an important role in guiding managers in the right direction. In other words strategic planning is a tool that management can use to give them a sense of direction that will guide them in doing a better job and to ensure that all the members of the organization are working toward the same goals
