Is Higher Education a Public or Private Good?
Higher education was first developed to educate the elite largely including those individuals training in key professions like the ministry (Altbach, 2005). Religious institutions established private universities and access to higher education was not an issue of concern. Today, a university education is not reserved for only the elite individuals training in a few select professions (Lingenfelter, 2004). Conversations regarding access for all instead of access for few are prevalent. In fact, the United States Government and states within are establishing educational attainment goals for their citizens. President Obama has even said that by 2020, the United States will have the highest proportion of college graduates in the world (The White House, n.d.). With edicts such as this, one must wonder where funding for such a goal will come from. This question becomes even more relevant as tuition costs continue to rise at a rate higher than that of inflation. Will students themselves, private donors, or state and federal governments fund the goal? Questions such as these also bring to mind the question of whether higher education is a public or private good. This paper will explore private and public goods, whether higher education is considered public or private, and the challenges associated with each.

As the article suggested there is an increase in the requirement of a higher education to maintain a well-paid job although, there is an “avalanche of over-qualification” (177) in the workforce. The author indirectly indicates his audience, as being academics of all ages in the university system. The author evokes emotional stimulation from his audience as he stated, “[t]here’s still a reason to get an education! It’s just not anything to do with education” (177). Further indicating a debate regarding the stance of the education system being a business rather than pleasure organization. Through playful language, the author is able to maintain the audience's interest and persuade them into solely seeing the education system as a system with bearing resemblance to the democratic system. Relying on all three rhetorical appeals, the author truly utilizes his language to convey a distinct tone and voice from his argument. Appealing to his audience, the author uses this article to inform them of a false consciousness many academics seem to have, as it is the tendency to believe and define oneself in support of the very system which oppresses them. One of the hot topics of debate going on in the U.S. today that presidential candidates are talking about is college tuition. Some have revealed their proposals to American citizens on how they would tackle the issue of tuition. The question is which one of the many proposals will work and limit the amount of people who don’t go to college and give them a reason to go. The tuition issue is not a case by case problem, but a national problem. While there are some who have the opportunity to attend college others are not as fortunate. Instead, Sanford J. Ungar presents the arguments that all higher education is expensive and needs to be reevaluated for Americans. He attempts to divert the argument of a liberal arts education tuition by stating “ The cost of American higher education is spiraling out id control, and liberal-arts colleges are becoming irrelevant because they are unable to register gains i productivity or to find innovative ways of doing things” (Ungar 661). The author completely ignores the aspects of paying for a liberal arts degree or even the cost comparison to a public university. Rather, Ungar leads the reader down a “slippery slope” of how public universities attain more funding and grants from the government, while liberal arts colleges are seemingly left behind. The author increasingly becomes tangent to the initial arguments he presented by explaining that students have a more interactive and personal relationship with their professors and other students. Sanford J. Ungar did not address one aspect of the cost to attend a liberal arts college or how it could be affordable for students who are not in the upper class.
Throughout the years, America has always debated whether education is needed- if it helps people succeed or not. The argument in the past was always over high school education, which is now mandatory. That decision has helped the US rise economically and industrially. Today, the US is in the middle of the same debate- this time, over college. Some, like David Leonhardt, a columnist for the business section of The New York Times, think a college education creates success in any job. Others, such as Christopher Beha, an author and assistant editor of Harper’s Magazine, believe that some college “education” (like that of for-profit schools) is a waste of time, and can even be harmful to students. Each stance on this argument has truth to it, and there is no simple answer to this rising issue in an ever changing nation full of unique people. Any final decision would affect the United States in all factions- especially economically and socially. However, despite the many arguments against college, there is overwhelming proof that college is good for all students, academically or not.
The critical challenge within in today’s society is that college tuition should be free or if not free, more affordable for all students. Certainly, higher education should not be considered a luxury where only the wealthy could afford, but an opportunity for all caste systems. It must be an accessible and affordable opportunity for all students in order for them to invest in their education. Higher education is important because it provides more careers to choose from than the careers offered without having a college degree. Ultimately, the issue here is whether it is right to make college tuition more affordable for the students.

The higher education system (or lack thereof) is not serving the country and its citizens. The increasing number of admission standards, exponential tuition increases, the financing of the cost through loans, and the boasting of turning students away all contribute to rising disparity between the quality of education that upper class families can afford compared to lower and middle income families. The rising costs of higher education in this country are problematic in that they fuel a disparity between economic classes. Capitulating the problem is the amount of debt college graduates have accrued at the time of graduation. The Institute for College Access and Success (2013) reported that 70% of graduates had and average of $29,400 of debt. This number primarily focuses on non-profit and private institutions. The average annual salary of a college graduate is $57,616 (United States Department of Labor, 2014). So many college graduates have accumulated a debt worth half of what their starting salary may end up being. The Institute for College Access and Success (2013) reported that 20% of that debt “is comprised of private loans, which are typically more costly and provide fewer consumer protections and repayment options than safer federal loans3” (p. 1). This is an oversimplification in that it is looking at a very general population. Based on the degree and the subsequent employment, income will vary as does the institution attended and the student’s economic status affect the overall individual debt.

This has sparked the debate as to whether higher education ought to be offered free of charge or not, with many rallying for the former. In order to level the playground for all Americans and offer equal opportunities in life; higher education should be offered free of charge to all. This paper seeks to make a convincing argument regarding the importance and need of having free higher education. At the same time, this essay seeks to cite some of the opinions of those of a contrary opinion, giving them a different viewpoint.
