John Ellwood and Eric Patashnik’s “In Praise of Pork” argues the reasons why Congress requires “pork” to function efficiently. The two authors argue, in order for painful but necessary bills, such as tax increases or budget cuts, to be passed, appropriations must be utilized to alleviate some of the pain.
