The word “Governance” is used from Greek root word ‘Kubemau’, which means to steer, to rule. The corresponding Sanskrit word is ‘Shasan”. Governance refers to the exercise of political, economic and administrative authority in the management of a country’s affairs including citizen’s articulation of their interest and exercise of their legal rights and obligation (UNESCO). Good governance ensures well thought, quick translation of policies into actions for wellbeing of people. The OCED laid down eight criteria for good governance, i.e. participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows rule of law.
i. Participation: It means involvement of men and women, government employees, political leaders, people from all social classes and sections. They must be engaged in decision making process of government organizations and institutions. ii. Consensus Oriented: In democracy there are several opinions and several interests about every decision. In the world of e-mails, e-ticket, e-paper, e-recharge, e-transfer, egovernance makes e-verything, e-asy for e-veryone and e-veryday. “e” is the “bigining” of existence and the end of “trouble”. “e” also represents “effort” and “energy”. Hence to be better from good both “e”s are added. In world government of many countries are trying to use e-technology in different forms. Governments are taking benefits of e-technology to improve people’s lives. The traditional bureaucratic ideology like standardization, departmentalization and operational cost efficiency are changed in egovernment ideology like network building, external collaboration and citizen services etc.
