would like to highlight the work of Amnesty International and the significant contribution it makes in rescuing many disadvantaged people from extremely challenging circumstances in many parts of the world. The word amnesty is defined as “the act of an authority (as a government) by which pardon is granted to a large group of individuals” (n.d.). The Charter of the United Nations that was laid out by the United Nations contained an “affirmation of faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small”. This is consistent with the mission of Amnesty International. As an organization they: “work to protect men, women and children wherever justice, freedom, truth and dignity are denied. As a global movement of over seven million people, Amnesty International is the world 's largest grassroots human rights organisation. They investigate and expose abuses, educate and mobilise the public, and help transform societies to create a safer, more just world” (n.d.) The Human Rights Advisory Panel was introduced in March 2006 in an effort to provide remedies for acts and omissions, including human rights violations by UNMIK. The HRAP also found that UNMIK had violated the right to peaceful assembly, under Article 11 of the European Convention on Human Rights (ECHR). In full defence of the victims, Amnesty International concurs with the Human Rights Advisory Panel’s recommendations that UNMIK must publicly apologize for the failure to protect the lives of Mon Balaj and Arbën Xheladini, as well as for the injuries to Zenel Zeneli and Mustafë Nerjovaj. They must also provide the complainants with adequate compensation for the moral damage suffered. Amnesty International calls on the Special Representative of the UN Secretary General in Kosovo, to fully discharge UNMIK’s obligation to provide reparation to the victims, and their families, who have been waiting for recognition of their pain and loss for eight long years. The issue of human rights has arisen only in the post-cold war whereby it was addressed by an international institution that is the United Nation. In the United Nation’s preamble stated that human rights are given to all humans and that there is equality for everyone. There will not be any sovereign states to diminish its people from taking these rights. The globalization of capitalism after the Cold War makes the issue of human rights seems admirable as there were sufferings in other parts of the world. This is because it is perceived that the western states are the champion of democracy which therefore provides a perfect body to carry out human rights activities. Such human sufferings occur in a sovereign state humanitarian intervention led by the international institution will be carried out to end the menace.
There have been many humanitarians that strive to help countries suffering with human right abuses. People think that the help from IGOs and NGOs will be enough to stop human rights violations. However, it hasn’t been effective. Every day, more and more human rights violations happen. The problem is escalating. People, including children, are still being forced to work to death, innocent civilians are still suffering the consequences of war, and families are struggling to stay firm together. Despite the efforts from the people, IGOs, and NGOs, In the year 2100, human rights abuse will not end.

The current century has witnessed immense improvement and re-conceptualization of standards and sovereignty of human rights in Latin America. With the endemic repression and violations of human rights throughout Latin American in the mid to late 20th century, the International human rights regime, an amalgam of international and intergovernmental organizations and bodies, expanded exponentially. By conducting investigations within certain countries, or simply monitoring overt violations of human rights, the international human rights regime stimulated global awareness of violations of human rights in different countries; soon to follow was change in domestic policy in response to international policy. This also led to increased opposition by domestic NGOs against repressive governments or dictatorships largely responsible for human rights violations. Just as well, a number of organizations and groups aided domestic non-governmental organizations (NGOs) in their growing efforts to establish judicial practices that better protected human rights. Declarations, conventions, and charters, established a number of values that served as the credo for the organizations that constituted the international human rights regime. Over time, more and more countries were pressured and held accountable for these values, which developed into universal standards for human rights practices. Thus the International Human right regime and the pressure they imposed upon governments ultimately resulted in widespread positive changes in human rights.
Human rights have been a longstanding and important issue that the UN has been addressing since its inception. One particular country of unrest is Serbia, where history has led to some unpleasant political situations and, as a result, severe human rights issue have arisen. Serbia – landlocked between Bosnia and Herzegovina on the West and Romania on the East – is a historically complex and very new country. Serbia only became separate from Moldova and Kosovo as recently as 2006 and 2008 respectively. Constant political distress has proven difficult to maintain an appropriate human rights code without high degrees of exploitation, especially during the breakup of Yugoslavia. It is the various human rights issues in Serbia that will be examined in this paper, looking to the UN for support and to head in the right direction.

The “Universal Declaration of Human Rights” is a human right charter that Amnesty International focuses on. The articles in the declarations states the rights every human being in the world should have. An important article the freedom of expression, permits every citizen to speak without censorship and/or limitation.
