When we are kids we are told if something bad is happening to you tell an adult or teacher. In some cases the person can’t because they are too scared to because they have lost trust in everyone. Sexaul harrasment tends to come before sexaul assualt. People tend to see how far they can go without being caught, and when someone gets in trouble they tend to say “I didn’t know”, that's called ignorance, that person lacks the knowledge to know what they are doing is wrong, and ignorance is bliss meaning that a person doesn't want to worry about anything that person would rather stay in there world where that person can do whatever they want. “complaints about sexual violence at colleges have increased more than 400 percent” . “Under the SaVE Act, an amendment to the Clery Act that became law in 2013.” Colleges funded federally are required to to teach about rape prevention. Which in high schools they teach in health class, that's if you take “actual health” and not summer school health. Summer school health only goes over it very briefly, and doesn't go into much detail as “actual health”. “The Supreme Court ruled in 1999 that federally funded schools are required to stop sexual harassment between students to maintain funding.” Schools will try to keep their image and they will say everything is fine. It's like if someone's trying to keep their parents figuring out that they have bad grades, that person tells their parents everything is fine, in order to keep there things like there phone, tv, door, room and board. But everything isn't, there failing three classes and they have no idea what’s going on in any of them. What this scenario is meaning is that schools will always try to keep and get more federal funding. There only going to tell you that they're working on it. When it comes to sexual assault in schools or anything the impacts the school negatively there going to try act like nothing's happening. California is one of the largest states in the country and has one of the biggest state budgets, but in the past several years, its school system has become one of the worst in the nation because of enormous budget cuts in efforts to balance the state’s enormous deficit. The economic downturn at the end of the 2000s resulted in even more cuts to education. It is in environments like this one in which students from poor backgrounds become most vulnerable because of their lack of access to support in their homes as well as other programs outside of schools. Their already financially restricted school districts have no choice but to cut supplementary programs and increase class sizes among other negative changes to public schools. The lack of financial support from the state level as well as demands for schools to meet certain testing benchmarks by the state results in a system in which the schools are no longer able to focus on students as individuals; they are forced to treat students as numbers rather than on an individual case by case basis. An article from the Los Angeles Times showed that majority of Californians give California schools “a grade of C or below” and half think that the quality of schools will continue to decline (Watanabe).While the economic downturn affected the public school system in a negative way, it was not the sole root of its problems. It just simply exacerbated already existing issues.

Sexual assault and sexual violence has been around for as long as our history books can tell us. Laws have been created to help with sexual assault victims for example, Title IX however laws like these are not good enough to keep students protected; schools need additional policies put in place to help keep their students safe. In 1972 Title IX was passed which was a law that “requires gender equity for boys and girls in every educational program that receives federal funding” (History). The law has ten areas in which it protects students and their access to higher education, career education, education for pregnant and parenting students, employment, learning environment, math and science, sexual harassment, standardized testing and technology (History). When dealing with sexual harassment Title IX requires that schools immediately take action to eliminate sexual assault threats as soon as an incident is reported (studentaffaris). Only now is evidence emerging testifying to the fact that much of the criticism leveled at public schools is exaggerated and misplaced. It is easy to forget that schools reflect what is happening in society, not cause it. Schools of today have recently shown that they are performing better than ever. Unfortunately, the traditional challenges confronting schools have increased dramatically and broadly as the world and students have changed. Now schools are facing drastic change -- necessary change that must take place quickly so students are able to cope in a dramatically changing world of the future. All of the criticism creates fear in teachers and administrators rather than a desire to embrace change.
A. Background Information: The next four years of the students’ lives after high school mark the moment they become independent. Because of the freedom, college students are more susceptible to careless actions like drinking, doing drugs, and even committing sexualt assualt. Sexual assault has been around for years and the actions to prevent this heinous crime has been minimal, especially in colleges and universities. In 2015, Brock Turner, a student from Stanford, sexually assaulted a young woman on campus. Turner claimed that because he was drinking, was with friends, and saw a “promiscuous” female student, that pressured him into committing such a heinous crime. This was because Stanford University didn’t teach its students sexual assault prevention which caused the victim to be harm and violated. By teaching college students about sexual assault prevention, it decreases the number of sexual assault cases on campus, prevents psychological damage to the victim’s mental state, and educates other students to know the signs

The Georgia school districts have exhausted almost every way to make up for the billions of dollars of lost state financial support and they have reached the tipping point. Since over 9,000 teachers have lost their jobs, students are being forced into already bulging classes where they do not receive the kind of individual attention needed in order to boost student achievement. If Georgia leaders expect student achievements to improve, they must invest the necessary economic resources needed to achieve this goal. At the end of the day, one of the most important things in life is a good education, so we need to start putting more money into the K-12 school funding and help build back what years of austerity cuts have nearly destroyed.
Most schools report that they have implemented programs and are actively participating in anti-rape activities around campus but are only doing so to meet the standards and make the school seem safer and more actively against the crime. In a study published in the National Institute of Justice it is reported that “anonymous reporting, which encourages victims to come forward, is an option at only half of the nation's school…and fewer than half the schools inform students on how to file criminal charges.” Schools advertise that they are educating their students about how to report the crimes and the importance of being aware of the dangers of rape but only meet the bare minimum with online programs that students can simply click through to pass. Schools are not effectively communicating that students really need to take these programs seriously and are instead allowing them to have negative attitudes towards the minimal education programs that they have set
To date, “between 10 to 40 percent of female students [. . .] have been raped while [. . .] up to 60 percent of males students [have] commit[ed] actions that meet the legal definition of sexual assault” (Bretz 19). This percentage demonstrates the ineffectiveness of university policies and signifies a drastic change to procedures is in order if educational institutions want to see improvement. In order to see an effective change, policies must “explicitly define key terms such as “‘consent’, ‘force’ [,]‘incapacity’ and cover [a] range of sexually violent behavior” (Gunraj 9). Furthermore, since the age of fourteen 58.7% of females “ha[ve] experienced one or more forms of victimization[. . .] 35.0% ha[ve] experienced at least one completed or attempted rape and 23.5% ha[ve] been raped” (Senn et. al. Results). First-year female students are not prepared for the perpetrators they will face on campus, and as a result, are more vulnerable to sexual violence. For example, two years after NCLB was put into law, North Carolina had 9 schools in the state that needed some levels of improvement. 5 years later, that number rose to 521 schools (Turner). This was due to low performing schools not able to provide a so called “quality education” by the states. When an underperforming school didn’t meet the state’s requirements, they were given sanctions and were told to fix their problems or more consequences will follow. The problem was that schools were not given more money to fix their sanctions so they were left to start to cut programs. If schools still didn’t fix their sanctions, the state would tell the school to go tell their students to start looking to transfer to another school in the district. Lastly, if schools still didn’t meet their sanctions, they were then forced to shut down the school. Schools got overwhelmed with stacks and stacks of sanctions. The problem was that rich districts could afford to fix every problem while poor districts were forced to cut programs to gain more money and struggle to provide an “equal and quality” education for their students (Turner). Sexual assault is a global issue, where individuals fall victim every day. Sexual assault does not have; an age, race, sex, religion, or sexual orientation, it has no preference. Since fear has a powerful effect on people can it prevent and individual from reporting a sexual assault. My question is, why do individual not report sexual assaults committed towards them? Individuals may fear that their assault will harm them and retaliate against them for disclosing the incident to anyone may prevent them from reporting the incident. Proper school funding is one of the keys to having a successful school. Americans believe that funding is the biggest problem in public schools. School improvements revolve around funding. There needs to be funding not only in the successful schools but also the schools that aren’t doing as well. In documentary, Waiting for Superman, it talks about how smaller class sizes will help students. Funding is what will help the smaller class sizes. State funding mechanisms are subject to intense political and economic scrutiny (Leonard). Studies have shown that funding is inversely related to accreditation levels (Leonard). School funding needs to be increased, but there must be accountability as well.
