I. Background
In accordance with IOM’s policy to regularly monitor its global USRAP activities, the Monitoring Team, consisting of the Program Monitoring and Evaluation Officer and the Program Support Officer for Monitoring and Evaluation, conducted a visit to IOM’s Port of Entry located in the Dulles International Airport in Washington DC on May 5th, 2017.

II. Objectives
The goals of the monitoring trip were:
1. Develop and/or track indicators that measure key activities
2. Assist in establishing internal management standards in addition to SOPs
3. Ensure quality of service and quality controls
4. Offer recommendations for change wherever appropriate
5. Provide an opportunity for staff to raise any matters of professional concern

11 questionnaire responses were collected, which is 65% of the staff targeted.

The Monitoring Team also used an online survey to solicit feedback from partners of the POE and reviewed the responses before the Monitoring trip.

Upon arrival, the Monitoring Team met with the POE Supervisor to discuss the monitoring visit objectives, clarify any questions or concerns and review the questionnaire responses to identify issues that need follow up. The Team then proceeded to sit with senior management and as many staff as could be scheduled for the duration of the visit to discuss their responses and other issues about the POE.

After returning from the trip, the Monitoring Team prepared a draft of its findings and sent it to the POE Supervisor for review and input. A final draft will be sent to the Program Advisor and Global Program Coordinator for endorsement, after which the POE Supervisor may wish to share the findings with
