Here are the answers to your questions;
1. In the storage room however, it’s noted that in the northwest side of the wall and ceiling there was evidence of rotted roof decking, was this the opening that allowed the wind driven rain to enter?
Answer: No there was opening observed through the rotted roof decking on the northwest side of the storage room at the time of inspection. There were no water marks observed under the rooted roof decking to substantiate that wind driven rain enter through that area of the roof. That is the ceiling the father has covered it up. There were water stains observed on the ceiling of southwest bedroom. Therefore, the ceiling of this bedroom was not damaged by wind driven rain.

2. The southeast bedroom displays the ceiling texture was peeling – please explain causation
Answer: The ceiling paint was not peeling due to moisture from roof leak. There were no water stains observed on the southwest bedroom ceiling. The ceiling paint could have peeled off due to the following reasons; a. It could peel off due the excessive moisture and high humidity from standing flood water in the house for days. b. Since the flooding the applicant's central air conditioner has not been turned on. Thus, increasing the relative humidity inside the house. This can be a contributing factor for ceiling paint peeling. c. The poor quality of paint could be another reason ceiling paint is peeling off.
