Introduction Harold Washington College the fifth oldest of seven city colleges is formerly named Loop College, opened in 1962. Loop College was renamed in April 1962, to commemorate and memorialize Mayor Harold Washington, the first African-American mayor of Chicago. The name change was appropriate, given the fact that Mayor Harold Washington was an alumnus of City Colleges of Chicago. Additionally, he was known best for his love for education, community, and bringing together diverse groups of people to make lasting change. This message is echoed throughout the mission of Harold Washington College. Accountability will remain an important issue because it goes hand-in-hand with funding. Additionally the question of how to pay for education is a prominent one. As stated by Kallison, and Cohen (2010) “We need to return to governmental policies and programs that provide adequate federal and state funding to public higher education institutions and increase financial aid students, particularly low- and moderate-income students. Funding must return to levels in which spending on higher education per student keeps pace with inflation” (p. 41). Merely because an institution is accountable does not mean it is supersede standards and high quality (Kallison and Cohen, 2010). Accountability is “the obligation to report to others, to explain, to justify, to answer ques¬tions concerning the utilization of resource.”

The United States of America was formed by many president's of our time. One of these very influential presidents was George Washington. Courageous, smart and firm. The "founding father" has influenced many people today. He was a commander in chief of the forces during the Revolutionary War, chairman of the convention that wrote the Constitution, and the very first president. He has made very important decisions that still influence our country today.
George Washington, the first president of the United States, had written a very important historical speech and document towards the end of his time in office. He had written the Farewell address which focused on helping America understand the importance of preserving unity, acknowledging the rise of political parties forming, strengthening religion and morality, and he stated his position on American foreign policy. He addressed these ideas with strong tone and used incredible amount of dictions that strengthens his tone as well as representing his appeal to ethos to a strong degree. However, today’s society seemed to forget Washington’s position on foreign policy and has created a new form of the policy. But nonetheless as time grew, change occurs. Out of forty three presidents, I think my that my favorite president would have to be the first, and most well known, George Washington. He was a great military leader, and was seemingly impervious to the corrupting influence of power. The man that many refer to as the Father of the United States of America, who served 2 terms, was and still is truly inspirational figure from American history. One of the things that tips the scale of my favor toward Washington is that he believed in the Republic of the United States of America, and that we each had certain inalienable rights that were not up for debate or a vote. The education system has been changing in recent years and the same problems that existed continue to get worse as years pass. Problems that were seen as minor at first have now grown. How to change the public higher education system has been a major topic of discussion but there has still been no major action taken. We struggle to figure out how much funding is needed for higher education and where it should come from. Our people continue to suffer from an underfunded high cost system. The wealthy minority of people continue to be the only ones accounted for and it is time to change this. We need to adapt to the changes and the costs that continue to rise.
