Government spending is all the consumption, investment, and transfer payments that our government has funded over a certain period of time. (Merriam-Webster) The United States government spends more money total than any other nation. They spend it in areas such as the military, environmental preservation, natural disaster relief, education and transportation. Therefore, these issues have caught the attention of the United States government and in doing so the government spending has increased to 103.28 billion dollars. The have created agencies such as the United States Environmental Protection Agency or the ERB, is an agency of the Federal government of the United States which was created for the purpose of protecting human health and the environment by writing and enforcing regulations based on laws passed by Congress. This organization has single handedly helped to increase the damaging effects we are doing to our environment as well as the good we can do for our environment of we are being more careful. Discretionary spending is the money the government spends or makes through the laws and bills they pass. Discretionary spending refers to the portion of the budget that is decided by Congress through the annual appropriations process each year. These spending levels are set each year by Congress. Mandatory spending is the money the government has to pay in order to do certain things, such as paying enough money to ensure a strong military. Mandatory spending takes up close to two thirds of the total budget each year while the main categories in it are the military and social security. (Natpriorities) However the main issue of all government spending is the enormous amount of debt that the United States finds itself in right now. The government is a staggering 18 trillion dollars in debt and that has many Americans worried if they can recover. Mathematicians have figured that if all done correctly that the total debt could be paid off in eight year but it is very unlikely. This is part of the reason the most recent election has been such a big deal. The elected president will have to opportunity to reduce the debt in our country if their plans work well. The debt in this country is out of hand but can be reduced through new policy.
The dollar will be worth less and less if the nation is in high debt. People will also be affected, when you have less money you spend and buy less due to increased prices, which can cause problems in the economy such as a recession or worse a depression. Budget deficit calls for the government to let costs exceed national income and use monetary policy to jump start the economy. The government must be careful when choosing the best way to build the economy. If the policies fail, they can lead the nation into many problems, as stated above.
Our Preamble lists five main goals that are required to help create a strong and stable society within our country. However, money is required in order to achieve these goals. We get this money from the Federal Budget which is the yearly amount we receive in order to better our country. The question here is, are we slicing the pie correctly in relation to the federal budget? In each of three budget clusters, the U.S Government should make adjustments in the way it is distributing money by making changes involving the Big Five, the Middle Five, and the Little Guys.
Federal spending is necessary for the economy and is essential to the accomplishment of national goals and advancement. This is why a budget is needed, however, there is no actual process mentioned in the Constitution that explains how Congress should do this. The Constitution states:

Every day in New York City, hundreds of people walk past a huge digital billboard with giant numbers across its face. Each person who walks past this billboard sees a slightly different arrangement of numbers, growing larger every second. This board is the National Debt Clock, representing the over 14 trillion dollars currently owed by the United States. While some people claim that the national debt is caused by the falling economy, most maintain that the debt itself causes the poor economy (Budget Deficits 2007). Rising debt leads to higher interest and investment rates, and cuts into our national savings. Ignoring the national debt leaves the major burden of paying it off to later generations, while meanwhile allowing our country’s economy to further drop and our dependency on other nations to rise.
As America heads into a new year, we find our government tightening its purse strings and cracking down on excessive spending, with an emphasis on the US military. According to author Brad Plumer, a reporter at the Washington Post, “U.S. defense spending is expected to have risen in 2012, to about $729 billion, and then is set to fall in 2013 to $716 billion, as spending caps start kicking in.” Pared with a more drastic 350 billion dollar cute going into effect over the next ten years, the military finds itself cutting what cost the most to maintain and support troops (Fact Sheet par. 2). The EPA operates from a number of laws and regulations designed to function as its foundation for protecting the environment and the health of the public. Congress allows the EPA to write regulations in order to support the ideas for implementing these regulations. For that reason they are known as a regulatory agency. These regulations fall under two categories: Laws and Executive Orders (EOs) that influence environmental protection and Laws and EOs that Influence the Regulatory Process.
In general, an increase in government spending and decrease in the collection of government taxes and other receipts, increases the debt held by the local government. Government taxes and receipts fluctuate annually, and are frequently less than government spending. In the past, the U.S. public debt has increased for the duration of wars and recessions. When the government consumes more than what it accumulates in taxes, there is a budget deficit and the government then borrows from the private sector or from foreign governments to protect their spending. The compilation of historical borrowing is what materializes the government debt.
There has always been a differential between civilian income and military and this has only just happened in the past six years. (Army Magazine) This has allowed those who have joined the military to have that pay increase since they are giving more or less their own lives to protect their country. This allows them to realize that they are on a different level than most and gives them the responsibility of that. The U.S budget deficit over the years has been a problem but lately the deficit has shrunk. However, what made the U.S budget deficit get to where it is today and what will it be like in the years to come. Throughout the past the U.S has operated under a deficit. This means that the U.S Spent more money than it was taking in. The cause of the excess in spending was different depending on which year. Some of the causes were war, increase in spending , and economic downturns. There were different acts passed to try and control the deficit problem. The deficit at the present time is declining. This decline is due to the improving economy, sequester, and a tax increase on high-income households. The big factor that went into the decline in the deficit for 2013 was the payment that Fannie Mae and Freddie Mac made. The deficit decline in the present time may make some think the U.S could get out of debt but it has been projected that the U.S deficit will start to increase once again.
Government spending is a controversial topic. Even though the government has a set budget each year that Congress and the President of the United States collaborate on, the United States continues to fall deeper in debt. According to U.S. National Debt, the U.S debt has been larger than our total annual gross domestic product since 2012. In other words, our debt is larger than the value of all the goods and services produced in the country within a twelve month period. “It is said that the U.S is currently $19.2 trillion dollars in debt (U.S. National Debt).” As long as Congress and the President continue to run yearly budget deficits, the U.S debt will continue to rise.
During president Obama’s first term presidency, he created the bipartisan national commission on the fiscal responsibility and reform to address out nations fiscal challenges. The duty of the commission is to identify policies that will improve the fiscal situation in short term and sustaining it over long run.
Businesses and families borrow money to start up their business, to run their households and this amount has risen dramatically over the last two decades. According to John Miller, “in 1990 the household debt owed by families was 60.2% which has increased in 2010 to 92.5% and the total debt of businesses in 1980 was 53% whereas in 2010 it jumped to 74.3%” (2011, p. 36) Another words our budgets are not any more balanced than our governments without borrowing. Our government has borrowed and put money into our economy in order to try and give our economy a boost into the right direction. Miller states, “In 2008, the U.S. government spent $253.8 billion on expenditures that will boost the productivity of the economy and help to provide the tax revenue to service our national debt” (2011, p. 37) Our high school seniors need to be taught the appropriate times when to spend money and when they should invest to boost their future.
In economics, the fiscal multiplier is the ratio of a change in GDP due to change in government spending. When this multiplier exceeds one, the enhanced effect on GDP is called the multiplier effect. The mechanism that can give rise to a multiplier effect is that an initial incremental amount of spending can lead to increased consumption, increasing income further and hence further increasing consumption, etc., resulting in an overall increase in GDP greater than the increase in government spending.
