OSGV was created during a political environment that was focused on reducing gang violence and crimes. The Chicago Police Department (CPD) examined data that identified blocks where gang-related assaults and homicides were high. When examining the data the CPD discovered that 80 to 90 percent of drive-by shootings occurred on residential streets on the edge of communities, which had easy exit routes to major thoroughfares. While it is evident that gang violence was occurring, it is clear that a political agenda to get tough on gang violence was being promoted at the time. This becomes clear when examining homicide data from 2011. OSGV identified blocks were homicides were the highest, but according to the CPD’s report on gang murders in 2011, the murder rates were down. Each agency has its own function and goals while operating at different levels of government. The agencies also represent different concerns and values of the public, creating a fragmented system (Wright 1981). While federal, state, and local agencies often have different functions and goals within our fragmented system, there are instances when agencies are striving for the same goal. It is apparent with the creation of OSGV that two fragmented systems, the federal government and local Chicago government, were connected on the idea of creating crime prevention policies. The federal government was campaigning for stricter punishments for violent offenders while the local government was also pushing for policies that would create “safe streets.” This connection between the federal and local level is likely what allowed OSGV to be funded, created, and

Statistics, interviews, surveys and personal observations of the authors during ride-alongs make up much of the source material. The book’s strengths lie in the amount of research contained within it, as well as an insider look at the gang unit and what it takes to be an officer in that specialization. However, if it is not being used to supplement another research paper or study, the book comes off as a difficult and boring read, making a reader likely to put it down otherwise.

The presence of gang violence has been a long lasting problem in Philadelphia. Since the American Revolution, gangs have been overpopulating the streets of Philadelphia (Johnson, Muhlhausen, 2005). Most gangs in history have been of lower class members of society, and they often are immigrants into the U.S (Teen Gangs, 1996). Gangs provided lower class teens to have an opportunity to bond with other lower class teens. However over time, the original motive of being in a gang has changed. In the past, gangs used to provide an escape for teens to express themselves, let out aggression, and to socialize with their peers. I would participate in the Inside Out Project by having pictures of the victims of gun violence such as the Pulse Nightclub shooting, the Las Vegas shooting, and the victims of school shootings. I would also like to take pictures of immigrants in any age to raise awareness on how important it is that they remain in the country instead of being forcefully taken away. I would use the pictures as posters to hold during protests related to gun violence and immigration. This will change the community because not a lot of people have been willing to view different perspectives from theirs about these issues. Protests and the willingness to make a change has not been as visible here compared to big cities nationwide. These pictures will help the community
