The police legal service for the Fort Worth Police Department is complex, consisting of the City Attorney’s office and the police Legal Liaison office. In researching this topic, I conduced two telephone interviews, e-mail correspondence with the Internal Affairs Section, and online research of the City of Fort Worth website and the General Orders of the Fort Worth Police Department. I spoke with Assistant City Attorney I, Victoria D. Honey, and with former Legal Liaison Sergeant Richard Simmons. They provided the framework for this legal system overview. The following reflects the legal system for the department.

The Baltimore City police have faced a myriad of problems in the last year. The riots following the Freddie Gray arrest were reported around the country and created a situation where the Governor was forced to call in the National Guard to protect the city. Community leaders report that African American’s are stopped, searched and arrested at a far greater number than Caucasian’s. The Baltimore city police are at an impasse with the community at this time, it is up to the city leaders and the police officials to come up with some real solutions to the issues that can no longer be ignored.
For the purpose of this paper, the Houston Police Department’s organizational structure will be used to illustrate the chain of command. The jail operations are designated to Strategic Operations as you can see from the diagram below, and it is overseen by the executive assistant chief, assistant chief and captain. Police corruption is a difficult issue cities have to deal with and one of the oldest problems in the police force. Corruption can be defined as the mistreatment of public power for personal benefit or private and the use of excessive force, either emotional or physical. In this essay I will explain in detail federal indictments of Los Angeles County Sheriff officers for mistreatment of jail inmates and visitors. Another topic I will explain is the transfer of Los Angeles County Sheriff hired officers with questionable background. Finally, I will end by analyzing the hiring of new Sheriff deputies under the “Friends of the Sheriff” program.
In discussions of law enforcement one controversial issue has been whether liberal arts courses are necessary or should be required. In “The New Liberal Arts” Sanford J. Ungar believes that liberal arts are crucial to any professional career. Mike Rose however disagrees, and suggests that a college education in general is not necessarily a must. Although both articles make a good argument, I concur with Ungar. The liberal arts are the foundation in almost any professional field, and teach students how to adapt, especially in law enforcement.

Chief Fortier’s execution of management created disharmony within the department from the onset of his administration. Understanding that the department was loosely managed with “a hands-off approach, preferring to leave matters to the officers and detectives themselves with an appeal to their sense of professional integrity” (Cordner, 2014), the forced implementation of recommendations identified in the Ralph Anderson Audit while initiating change for the better of the department, created an us v. you mentality, where adherence to the changes were made at the onset to gain position only to block and stonewall any further changes.
This paper will show four different police departments that are currently hiring or recruiting for police officers. There will be a summary on the research found on the process used to recruit police officers. It will also show their current hiring trends and what hiring practices they have that are successful or not successful. The paper will also go over the different methods departments use to train their new officers and their values.

This paper is an attempt to articulate the organizational change that is taking place within the Police Department and how the existing norms, culture, and organizational profile affect the desired change, as well as the resistance to change that might be affecting the change agent and the personnel affected by the change.
