The authors give probable ways of fixing the parole system and the measures to be taken to have an effective parole system. They give the number of people released from prison each year in the United States through parole. They further describe why it is difficult o manage them within a community, since parolees require attention in very simple ideas. They claim that parolees should be monitored under a reformed system, and detected violations attended to immediately and with severe consequences.

The author in this context describes the challenges facing the parole system in California. He argues that the correctional system in the country is very poor, leading to enormous challenges to the parole system. The author points out that minimal and poor supervision of the parolees is the main cause of the challenges facing the parole system in California. He states that the number of supervising officers is less compared to the parolees. According to him, a parole policy is different from the public policy discipline.

The authors target both the public and the legislative council. They mostly give information on ensuring that parole conditions and their changes undergo a thorough implementation. Richard and Hoffman’s articles explain the parole system. However, the two articles differ in that Richard concentrates on explaining the importance of a parole system to the community’s safety whereas Hoffman describes the challenges facing the parole system. Both authors are experienced in parole issues. Therefore, they are seeking to enhance lives by embracing and helping in the improvement of the parole systems. This work helped me understand the bibliography topic by adding the knowledge on what to include in an annotation. The work helped in discovering that annotations are more detailed than abstracts since they give the authors point of view and the authority in possession when writing. The annotation gives the clarity and appropriateness of an author about the written document. An annotation, however, gives inner overview detailed information about a book or document. An annotation also states the target audience of every written
