The first response from the first responders “include rescuing the injured and trapped victims and calling for medical assistance if required” (Hess 345). Next is to “establish a triage area where surviving victims can be separated according to the severity of their injuries” (Hess 300). After the bombing, it was reported that “under the leadership of the Boston Athletic Association, which ensured that police and emergency workers could quickly treat and transport the injured in the bombings” (MacQuarrie).

This incident was not a threat but a bombing on a public street in Boston, MA., followed by a shootout on another public street in Watertown, MA., and finally ended on private property in Watertown, MA.
On April 15, 2013, two bombs made out of pressure cookers that were packed with shrapnel were hidden in backpacks and left at the finish line of the 117th Boston Marathon by Dzhokhar and Tamerlan Tsarnaev. These bombs exploded at 2:49 pm. Three civilian spectators killed and 260 wounded, later one officer was shot and killed during the manhunt that night in an attempt to steal his weapon, and one officer wounded by gunshots from a shootout with Dzhokhar, Tamerlan, one of the suspects had been shot multiple times then run over by his brother, he died from his wounds at the hospital. The Oklahoma City Bombing was a domestic terrorist bomb attack on the Alfred P. Murrah Murrah Federal Building in Oklahoma City in April 19, 1995. It was lead by Timothy McVeigh, an Army veteran of the Persian Gulf War. The explosive was a homemade bomb which was built by McVeigh and the help of Terry Nichols; the bomb consisted of a deadly cocktail and was put inside a rented Ryder truck in front of the Murrah Federal Building . McVeigh then proceeded out of the truck and headed towards his getaway car a few blocks away. He then started the detonation of the timed bomb at exactly 9:02 A.M. then the bomb exploded. To the people of Oklahoma it was a traumatizing moment for all, many lost families, dozens of cars were incinerated and more than 300 buildings were destroyed and caused about $652 million worth of damages. The “OKBOMB” affected hundreds of people; it killed “168 people -- 19 of them children -- and injured more than 500.” (CNN.com) Within 90 minutes of the explosion, McVeigh was pulled over 80 miles north of Oklahoma City by a state trooper who noticed McVeigh's missing license plate. The two models of crime that have been opposing each other for years are the due process model and the crime control model. The due process model is the principle that an individual cannot be deprived of life, liberty, or property without appropriate legal procedures and safeguards. ( Answers.Com) Any person that is charged with a crime is required to have their rights protected by the criminal justice system under the due process model. The crime control model for law enforcement is based on the assumption of absolute reliability of police fact-finding, treats arrestees as if they are already found guilty. One of the core roles of police officers is that of law enforcement. However, there are times that it is necessary for an officer to rely less on enforcement of the law and instead concentrate on keeping peace in situations that exist outside of the norm. One such situation exists in the policing methods used in “skid-row” type areas of society. These types of areas are an anomaly to the rest of standard communities where simply enforcing the law will not be successful. When a bomb threat is received, there are many factors that should be addressed to determine the credibility of the threat and the danger the threat poses. Assessing the credibility is vital to determining the time, location and type of bomb that is to be detonated or if the threat is a hoax. Another consideration is to determine if the threat was a ruse to tie up assets at one location, leaving other locations vulnerable to other types of crime.
