Areas all around the country are hypersegregated. A big city that faces Hypersegregation is our very own Kansas City. Hypersegregation occurs in the middle of a city, typically a pretty big neighborhood. “The definition of hypersegregation is ghetto neighborhoods that are highly segregated and isolated, clustered close together, and spatially concentrated” (Chen, 353). A hypersegregated area is normally an area that the minorities live in. “The minorities that live in a central city ghetto do not have much relation or interaction with the higher class areas” (Chen, 200). An example of hypersegregation in Kansas City would be the Troost Wall. The East side and the West side of the Troost wall are completely opposite. Realtors would try to only show white people houses in a white middle-upper class neighborhood, and would show black people houses in the lower-income (ghetto) neighborhood. “To induce whites to turn over entire blocks to black purchasers, Weaver announced that he would pay cash for houses in lots of twenty-five. One factor that led to hypersegregation would be blockbusting, which was the white homeowners selling their houses to the blacks for a cheap price. Cleveland’s black population was quite small before the “Great Migration” in 1915, but then began to gradually increase. This meant that black associations and leadership depended very much on white support. The socioeconomic position of blacks, however, at the same time, got worse as whites got stricter on discriminatory control over employment and public places. After 1915, Cleveland’s black population grew quickly, starting racist trends. One of the results was segregation of the living conditions of blacks, their jobs, and in social aspects. As isolation increased, however, this began the growth of new leaders and associations that responded to the needs of the ghettos. By 1930, the black ghetto had expanded; Cleveland’s blacks had increased class stratification in their community, as well as an increasing sense of cultural harmony in response to white prejudice.
The article includes the tale of a small town near Chicago, North Lawndale. North Lawndale was a Jewish community up to the mid 1960’s when it began to integrate black people into the community. The Jewish people there were happy to see the neighborhood integrate but many others were not. Those that were not happy to see the neighborhood integrate started buying properties up and selling tem to black families at a substantial upcharge. Not only was the price of the home much higher than the value of the home, the way in which the black families were forced to buy their homes was by something called on contract. On contract was a “predatory agreement that combined all the responsibilities of homeownership with all the disadvantages of renting—while offering the benefits of neither” (The Case for Reparations, So That’s Just One of My Losses”) and left many families unable to pay the mortgages. The end results of this discrimination were debilitating to the community of North Lawndale, which is now a majority black neighborhood and a ghetto. This story may not initially sound like one of white privilege but it is when you consider the fact that white people have not historically had to face situations like this one in North Lawndale and therefore their neighborhoods have not met the same type
The New York Times Editorial Board, in their article How Segregation Destroys Black Wealth (2015), argues that African Americans have been — and still are — discriminated against when buying property, resulting in the sprawl of poverty stricken, predominantly black neighborhoods. In this book, Gottesdiener writes about four different families and their challenges. These families deal with having their homes forcefully foreclosed by banks. Apart from that, African Americans were discriminated when purchasing homes, making it difficult for them to find a place. As Walt Whitman said, "a man is not a whole and complete man unless he owns a house and the ground it stands on" (35). This quote said by Whitman can be interpreted that homeownership is a way to show power and wealth. Due to the discrimination, the 1977 Community Reinvestment Act was created, which allowed loans to minorities to receive equal loans of the surrounding communities. Chicago was the best place to live and visit for anyone. Many people traveled from far places to visit and live in Chicago. Long after the World War II many things started reshaping America. One of the most significant was the racial change all over America but specifically in Chicago. Many southern blacks started to move into Chicago. Chicago started to become mostly dominated by blacks and other minorities while whites started to move into the suburbs of Chicago. "Beginning in the 1930s, with the city's black population increasing and whites fleeing to the suburbs, the black vote became a precious commodity to the white politicians seeking to maintain control" (Green, 117). Many of the mayors such as Edward J. Kelly, Martin H. Kennelly, and Richard J. Daley won over the blacks and got their votes for them to become mayor. The black population grew by 77 percent by the 1940. The white population dropped from 102,048 to 10,792 during the years of 1940 to 1960. With all of these people moving into Chicago there had to be more housing. There were many houses built to accommodate all the people. Martin H. Kennelly at one time wanted to tear down slums and have public housing built in the black ghetto. Many of the blacks wanted to escape these ghettos so some of them; if they could they would try to move to the white communities. When the blacks would try to move into the white communities they were met with mobs. There were many hurdles that blacks had to overcome not only in Chicago but all over America. The blacks of Chicago had to fight for a place to live and to find a mayor that would help them for who they are, not their color.
The downgrading of African Americans to certain neighborhoods continues today. The phrase of a not interested neighborhood followed by a shift in the urban community and disturbance of the minority has made it hard for African Americans to launch themselves, have fairness, and try to break out into a housing neighborhood. If they have a reason to relocate, Caucasians who support open housing laws, but become uncomfortable and relocate if they are contact with a rise of the African American population in their own neighborhood most likely, settle the neighborhoods they have transfer. This motion creates a tremendously increase of an African American neighborhood, and then shift in the urban community begins an alternative. The phenomenon of ‘White flight’ became ever more drastic after the Watts riots were spread over every newspaper and television broadcast. Data shows a definite increase in the amount of Whites moving out of cities with a relatively high Black population, as well as declining property values in those same cities afterwards. While the Civil Right Movement gained even more traction after the Watts riots, even after the Civil Rights Act of 1964 and Voting Rights Act of 1965, the Black population had still any direct results other than years later when a Black workforce started to come into being. Strain theory seems to be relevant when analyzing any Black riots, as many consist of Blacks looting and burning community stores and, in some cases, destroying their own homes and neighborhoods as well, and applying strain theory would seem to imply that Blacks having nothing to lose by doing so. By creating the ghettos, African Americans were residential separated from other races. These ghettos were created to keep the African American race down. When it comes to income, most black families who lived in these certain areas were unemployed and very poor (William, 1980). There were not many options in housing available for black Americans, so they were forced to buy houses “on contract”. With this type of contract, the owner of the house would buy it a lower market price, and then sell the house to black families usually double the price that it was bought for. The family would then make costly monthly payments until they paid off the house, but would have to pay for maintenance and upkeep of the house as well. If the family could not make a payment then they would be kicked out of the house, and lose all of the money that was put into it, and another family would take their place and the cycle would continue. Segregation often leads to poverty, which in turn, also has a negative effect on the economy, leading to a disadvantage in countries, particularly the United States and South Africa. Racial segregation is apparent in the United States and affects many cities, depending on the number of segments there are within a particular city. The effects of segregation cannot lie in the hands of one person, rather all the people that make an economy. In 1944, Gunnar Myrdal refers to racial segregation as “a basic term that has its influence in an indirect and impersonal way” (Massey, 1993). The following examples are how “simple increases in the rate of minority poverty leads to socioeconomic character of communities, which in turn leads to disadvantages caused by racial segregation” (Douglas, 1990).
