The effectiveness of a health care system depends on the quality of services offered, as well as the level of professionalism of the medical personnel among other issues. This section of the course project analyzes a quality improvement issue at the John Hopkins Hospital in East Baltimore. Further, the paper proposes strategies to improve the outcome (s) regarding quality improvement at the hospital. In order to clearly single out a quality improvement issue, the paper begins with a review of existing literature regarding health care quality issues in health institutions. The Institute of Medicine (IOM) highlights six aims for improvement in the health care system (Sadeghi et al., 2013). In summary these are: safe by providing appropriate care, effective at providing services based on scientific knowledge exclusively to persons who could benefit, patient-centered by providing health care tailored to the patient’s preferences, timely by avoiding delays in administering health care, efficient in waste management, and equitable by enhancing fair and unbiased care to all patients.

Given the long duration of patient quality problems, over ten years, at SGH, the communication plan may need to include not only the internal SGH stakeholders such as employees, but also external stakeholders both in the community, shareholders, and third party vendors. SGH is at greater business risk due to their previous attempts at improving quality and now potential lack of stakeholder confidence. Some believe that there should be a Single Payer system that ensures all health care costs are covered by the government, and the people that want a Public Option system believe that there should be no government interference with paying for individual’s health care costs. In 1993, President Bill Clinton introduced the Health Security Act. Its goal was to provide universal health care for America. There was a lot of controversy throughout the nation whether this Act was going in the right direction, and in 1994, the Act died. Since then there have been multiple other attempts to fix the health care situation, but those attempts have not succeeded. The Affordable Care Act was passed in the senate on December 24, 2009, and passed in the house on March 21, 2010. President Obama signed it into law on March 23 (Obamacare Facts). This indeed was a step forward to end the debate about health care, and began to establish the middle ground for people in America.
