Like everything in life, government regulations has its’ pro and cons. It is important that the government have some type of regulation on intermodal transportation, because without regulations things tend to spiral out of control. Too much government regulations can also stifle growth and expansion of the industry. Government tends to regulate different aspects of the intermodal industry, like what modes of transportation should be most frequently used by the industry. Government also regulates certain transportation laws as it pertains to the environment.
In the United Kingdom where the country is over populated compared to its neighbors, the government had to take measures to make sure that their roadways did not get congested. The U.K
government planning guidance, “which set out far-reaching aims among which was recognition of the need to encourage the use of alternative transport modes to divert freight away from roads and onto rail or the water way”(Lowe, 2005,p.16). This move by the U.K had quite a bit of advantage for the local citizens as it did for the government. Less lorries on the street means that there were less vehicle accidents, and less lives being lost to tired lorry drivers. Lorries are also one of the main sources of noise and air pollution in cities. (“Environmental Advantage”, 2013, para. 9). Even if the main intent by the U.K government was to make the streets less congestive, they also reduced noise and air pollution. The regulation by the U.K government to divert freight away from roads to rails and waterway also had some negative impact on the growth of the industries. Some companies may not have been prepared to transport their freight by water way or rails, so they would have to allocate funds to purchase water transportation, and set of rail transportation systems. In the United Stated, concerns over environmental issues always comes up in the same breath of intermodal transportation, this is because the intermodal industry gives off a lot of carbon emissions that is bad for the environment. “In December 1991, President Bush signed the Intermodal Surface Transportation Efficiency Act of 1991 providing authorizations for highways, highway safety, and mass transit for the next six years”(“Intermodal Surface Transportation Efficiency Act of 1991 Information”, 2013, para.1). The implementation of this act gave flexibility to the government to determine transportation solution, and the development of Intelligent Transportation Systems. Some of the laws in the Transportation efficiency act would help boost the intermodal industry, like the push for energy efficient vehicles. These fuel-efficient vehicles are saving companies millions of dollars in fuel consumption, and allowing them to invest the money saved in other avenues, allowing the industry opportunity to grow. This act also has some negative effects on the industry as “the private sector was tapped as a source for funding transportation improvements. Restrictions on the use of Federal funds for toll roads were relaxed and private entities were entitled to own such facilities” ”(“Intermodal Surface Transportation Efficiency Act of 1991 Information”, 2013, para.1). The increase in road tax and toll charges caused financial strain on the industry thus hindering the growth. It does not matter which part of the world you operate in, there is always going to be government regulations. In some countries government pay a major part in regulating the intermodal industry, and in some countries not so much. Government regulation is good for the customers, as regulations prevent companies from doing whatever they please, and also to preserves the environment as we saw in the transportation efficiency act of 1991. No mater which part of the intermodal industry the government regulates it’s going to have a positive and a negative effects on the industry. In some instances it might take a few years to start seeing the positive effects on the industry, and in other cases the long term effects could be negative for the industry, but no matter what the effects are Government regulations is essential.

Let's go back to the early 1900's, when the automobile was starting to become a dominate part of the American life (Morton, 2014). Around this time; a shift began to occur towards private transportation over public by influencing policies in their favor (Nicolaides and Wiese, 2006). One of these polices was created by the Federal Aid Highway of 1925; the United States Highway System which basically expanded the highways across the United States connecting one another, creating new opportunities for growth in many areas (Weingroff, 1996). This had many effects on different factors of the American way of life; specifically suburbia (Morton, 2014). After the war, the private home that was a luxury a few years prior, was now becoming affordable for many thanks to low interest rates and flexible payments through the National Housing Act of 1934, created by the Federal Housing Administration (Fishman, 1987). Perfect example of a policy acting towards private over public was the Los Angles Master Plan of 1941, which pushed the direction of private automobiles and singles households: there being 1.16 million cars (2.4 people per car) and having 31 percent of the city land dedicated for single family homes, this was really solidifying the post suburbia lifestyle (Fishman, 1987). Afghanistan has suffered from decades of war and conflicts. During these decades of war and due to lack of regular maintenance much of the transportation infrastructure has either been damaged or has deteriorated. This paper presents an overview of the current challenges of transportation in Kabul in particular the traffic jam by using some geographical theories, experiences, and methodologies will propose some policy-oriented recommendations and opportunities for improving the transportation situation. Thus, efforts are made to analyze the problem of traffic jam and its cause and effects. Moreover, this paper explains the history of the problem, nature of the problem, and the reason why government failed to bring change or improve this system and why it has reach to the extent that public is asking for change, and finally some possible solution to this problem along with some feasible recommendations. Furthermore, it will also discuss the demographics of Kabul, the system of roads, the traffic composition and demand, the public transportation system, the traffic regulations, highway safety, transportationsecurity and vehicle emissions. Moreover, Kabul is dealing with some serious cases of traffic jam nowadays and it should be take under consideration both from government and from citizens. There are many problems to deal with such as lack of paved and substandard roads and traffic control devices, lack of traffic lights, lack of public awareness for traffic regulations, no compliance of traffic regulations, lack of enforcement, lack of comprehensive traffic regulation, and distracted drivers.

Now every time I get in a car with a friend or a family member, I make sure that they are going by the speed limit, not texting and paying attention on the road. It is very important that we follow this rules because they are only protecting us, and keeping us safe.
