You would think Andre Rand would have come to his senses after being sentenced to 25 years to life in prison. However, that was not the case. Rand cast himself as a “scapegoat victim” of a “corrupt” legal system, according to a series of letters he wrote and sent to a newspaper dating back to 1994.(Donnelly) In 1969, Andre Rand convicted his first act as a suspected serial killer, and convicted murderer. I can see where this could have the family thinking differently now that they know someone was outside that looked suspicious but the blood spatter on David’s clothes does in fact places him at the scene while Molly was being beat to death so I believe he did do the crime or was there watching her get murdered. Today in criminal convictions, it is prevalent and necessary that there is evidence collected in order to hopefully find and put away the people who committed the crimes. Serology is an important factor that allows this to occur. Serology is the study and identification of bodily fluids such as blood salvia and semen in order to proceed in criminal investigations and legal processes. Blood, saliva, and semen can be readily found in sexual assault and homicide cases. In the case of Dennis Maher, serology is something that should have been considered in order to make a conviction. Instead, none of the evidence that was collected was tested to exclude him, and he was put away in jail based on eyewitness identifications. The crimes that occurred in 1983 ended with Dennis Maher, a solider for the United States, being charged and convicted for rape, assault with intent to rape, assault & battery, and aggravated rape in the year of 1984 based on Eyewitness testimony (NEIP, 2011).
Procedural History: The petitioner, who was serving as an active member in the United States Coast Guard, was facing a general court martial in New York for sexually abusing the underaged daughters of fellow Coast Guard members while serving at his previous duty station in Alaska and at his current duty station in New York. Solorio filed a motion to dismiss the charges stemming from Alaska arguing the court did not have jurisdiction of these alleged crimes as they were committed in his privately owned home. The military judge granted the motion to dismiss finding that the charges stemming from Alaska were not “service connected,” therefore, they could not be heard in a military court martial. The Government appealed to the U.S. Coast Guard Court of Military Review, which overturned the judges dismissal and restored the charges. The petitioner then appealed the decision to the United Supreme Court (Solorio, 1987).

She posted what happened on her Twitter page telling her followers that she almost died. Apparently, a “psychotic homeless man” punched her in the face several times, as he threatened to kill her.
In today’s society, the excessive use and abuse of force is still an existing controversy. In this project the main adjective was to look at two incidents that have occurred in past years and pinpoint if there was any indication of abuse of authority. One which was the controversial Rodney King case that caused uproar in the civil rights activist community and a case that many are not so familiar with such as the Andrew Meyer case. In both cases, it appeared that there was evidence of abuse of authority. In both videos, it showed people of different ethnicity, settings and predicaments that set the tone for each video. As discussed above, that also means that Khabir is still in the process of brain development, which would impact his ability to make good judgments or resist peer pressure. These characteristics of youth are exacerbated in Khabir’s case because of his mental health issues.
