Crime rates, especially violent crimes such as murder, rape, and robbery, peaked around 1991 and 1992, according to the Federal Bureau of Investigation’s Uniform Crime Reports. The major crime topics of that time included drug abuse and the war on drugs, still some remnants from the crack cocaine epidemic from the late 1980s, and the increase in juvenile violence in the late 1980s. In addition to these, legislation such as the Brady Bill continued to surface as a public policy that drew attention to the issue of gun violence, and other topics tended to be emphasized by the Bush administration, such as the exclusionary rule, the death penalty, habeas corpus, and the insanity defense. Community policing developed at the grassroots level in the early 1980s, coming out of local police demonstration projects that were often funded by the National Institute of Justice and the Bureau of Justice Assistance. Community policing came about out of the rejection of traditional policing practices in the 1970s, largely as a result of various studies that found that long held assumptions in policing were found not to hold up to scrutiny. An article written by James Q. Wilson and George L. Kelling published in an edition of Atlantic Monthly in 1982 brought about the broken windows theory. This theory holds that when people no longer care about their community, the condition on that neighborhood often sends signals to people that no one cares. This allows for disorder and minor crimes to pass unnoticed, which will lead to more serious crimes. Once disorder begins to take hold and minor crimes become common, eventually the neighborhood will decay and become crime ridden. The Violent Crime Control and Law Enforcement Act of 1994 allocated funding for the addition of 100,000 coops to support the concept of community policing to be added to state and local agencies across the United States. The policy allowed for the employment of these officers at 75 percent for three years of an officer’s pay and benefits, and it allowed for the funding of technology, staff support, and training. The bill also allowed for the use of technology and staff support that would free an officer to be able to work the street, which officially counted as the addition of a police officer under the reemployment aspects of the bill.
The broken windows theory, was proposed by James Q. Wilson and George Kelling (1982). This used broken windows to describe disorder within neighbourhoods.Their theory links disorder and unsociable behavior within a community leading to serious crime. Prior to theories such as broken windows, law enforcement and police tended to focus on the serious crime. However, Wilson and Kelling took a different view from this. Government officials are continually searching for ways to increase the safety of its citizens. Research has shown that one such way to accomplish this task is through the maintaining of public areas. Since the early 1980s, this idea has been known as the Broken Windows Theory. Applying this theory in the urban setting can increase the quality of living for the area citizens, help prevent future crimes, and promote a positive relationship between the police force and the citizens.

Nothing does more to tear our families apart than violent crime, guns, gangs, drugs, and the fear that walks alongside those terrors. Violent crime and victim rights have become a major concern for most citizens in the United States of America. Statistics indicate a decline in violent crimes in our country and an increase in our national prison population. Released prisoners commit most violent crimes. Gun control legislation, reform programs, victim rights awareness, and other programs are abundant in our country, but do little to alleviate violent crime. In this paper I will try to present the liberal and conservative views on this issue as well as my own views.
In 1982, the political scientist James Q. Wilson and the criminologist George Kelling psychologist, both Americans, published in The Atlantic Monthly in a study that for the first time, established a causal link between disorder and crime. In that study, called The Police and Neighborhood Safety, the authors used the image of broken windows to explain how the disorder and criminality could slowly seep into a community, causing its decline and the consequent drop in quality of life. Wilson and Kelling argued that if a window in a factory or an office was broken and was not repaired immediately, people who pass through there would conclude that no one cared about that locality. In other words, the people would believe that there is no responsible authority for the maintenance of order in that place. a move to mass incarceration or a nationwide clemency policy, a large-scale shift to more targeted policing patterns, etc. ), shifts in the distribution or composition of the population (e.g. immigration trends), disruption of wide-spread illicit drug distribution paths, and events that significantly modify a nation’s perception of its government’s legitimacy”.
There have been many contributors when it came to tackling anti-social behaviour and preventing crime however, the most influential contributors are Wilson and Kelling. They came up with the theory of broken window which will be further explain in this essay. This essay will outline the broken window theory, as well as explain what is meant by broken window. This approach is described as being neighborhoods that are seen as run down, will attract more crime if nothing is done to restore them. The theory started in Newark, New Jersey, where footpatrol was reestablished in effort to reduce crime. As a result of this citizens felt safer and trusted the police more. Even though it was reported that it did not effect the decrease in crime, officers themselves expressed a greater satisfaction with their work. As what was stated before the theory did not affect the rate of crime but made the citizens feel safer because “fear of crime was reduced, that is fear of being bothered by disorderly people: drunks, panhandlers, addicts, prostitutes, gangs, and rowdy teens” (Lombardo, Lough, 2007, p.123) The Broken Window theory was tested by Wesley Skogan who wrote a book on this called Disorder and Decline. The field of criminology has produced multiple theories, each that shaped the perception of how crimes occur in a neighborhood and by viewing these various impressions this can help explain why crimes occur. However, four criminological theories have developed the different perspectives of researchers and outlooks of the field. These approaches have enhanced society by allowing it to analyze crime by establishing an empirical foundation that way to assess which approach is most useful and regulate the difference between a good theory and a bad theory. Every method experiences level of criticisms from either researchers or public policies, however, the focus is only based on four principles that way there can be an assessment to decide which approach is viewed as right or wrong. Crime and criminalization are dependent on social inequality Social inequality there are four major forms of inequality, class gender race and age, all of which influence crime. In looking at social classes and relationship to crime, studies have shown that citizens of the lower class are more likely to commit crimes of property and violence than upper-class citizens: who generally commit political and economic crimes. In 2007 the National Crime Victimization Survey showed that families with an income of $15000 or less had a greater chance of being victimized; recalling that lower classes commit a majority of those crimes. We can conclude that crime generally happens within classes.
From this Community Police Consortium, the BJA put together a report titled Understanding Community Policing, A Framework for Action, which focused on developing a conceptual framework for community policing and assisting agencies in implementing community policing. The basis for this consortium was much more direct than the previous efforts set forth by Presidential Commissions during the 1960’s and 1970’s, and led to what became known as the Community Oriented Policing Services (COPS, Title 1 of the Violent Crime Control and Law Enforcement Act of 1994). The core components outlined in the BJA report listed the two complementary core components to community policing: community partnership and problem solving. The report further stated that effective community policing depends on positive contact between patrol officers and community members, establishing and maintaining mutual trust as the primary goal of a community partnership, and police and community must join together to encourage and preserve peace and prosperity. While these are just a few of the recommendations listed in the report, there were many more that set forth the framework for community policing, but these were the core components.

Crimes can be any manner of things, from crimes against the person to crimes against property and against justice. The law has the extent of inchoate offenses, or “planning” to do a crime. These include an attempt at serious crime, conspiracy, incitement, or solicitation of services. Each of these is viewed differently in the eyes of the public and the eyes of those who interpret the law. In the United States, crime was at one of the highest rates in the world in the 1990’s, but has since decreased steadily. However, through massive amounts of mainstream media, the public is now far more aware of crime that does happen. The U.S. now spends far too much money and time focusing on legislation involving capital punishment, allowing jails to become over crowded with too-small crimes such as possession of marijuana, allowing ridiculous amounts of money to be spent on jails and prisoners.
