It provides a system of public institutions including political institutions and structures. To cope with this issue, leaders need to have creativity. Creativity is described as the ability to have other look at old problems and to find new ways of thinking and acting. In public administration, creativity is very important because it helps individuals as well as organizations to react the new challenges and opportunities to develop positively. Accomplished with “creativity” is another concept which is known as “innovation”. According to ANAO (2009), they defined innovation as “creation and implementation of new processes, products, services and methods of delivery which result in significant improvements in the efficiency, effectiveness or quality of outcomes”. If creativity is the new ideas, innovation is the application of those ideas to reach a better result. “Given the importance of public sector, public sector innovation is of central concern in discussions of social welfare, productivity growth and long-term employment”, said Windrum, Kock and Elgar (2008). In order to evaluate creativity, people usually indicate the development of a valuable and useful new product, service, process, or procedure by people working together in a complex social system. One of most popular ways to approach creativity is applying integrated perspective on it. There are three factors having mutual influence on creativity: personal factors, environmental characteristics, and the nature of the task. This perspective focuses particularly on the intrinsic motivation of an individual in a particular context. It means that the willingness of people to do is more concerned than the levels and types of creativity they are capable of. The intrinsic motivation is a part of integrated perspective for involving not only the personal interests and personalities of individuals but also how interesting the problems or tasks are. This approach is very useful for public administration. It indicated that people themselves are potential inside and we can learn skills and knowledge to motivate our creativity and also support to other’s one. There have been countless books, lectures, and and trainings, and retreats constructed around the idea of cultivating leadership in an individual. However, cultivating individuals’ ability to follow great leadership has received far less attention. Who are these people leading if each person within an organization is being trained to be a leader? The word follower has negative connotations, evoking the images of a weak, uncreative, milquetoast personality. However, Jimmy Collins, in his book, “Creative Followership: In the Shadow of Greatness”, suggests that the ability to be led brings as much creativity, consciousness, and indeed leadership to an organization or team as the leader himself. Great followership is a reflection of great leadership. In this, the follower is just as important as the leader in the relationship. Many great leaders have asserted that a leader with even a modicum of understanding of what drives their subordinates can take their organization to previously undreamt-of heights in creativity and productivity. Collins does not disabuse us of this notion, he does however add that the follower is indispensable agent in this interplay between leader and follower.

There will always be difficulty defining it as many use the term too loosely to have a definitive meaning. It requires risk taking, it is difficult to portray creativity when schools are so obsessed with right or wrong answers for ways of doing things.
