Corruption is prevalent in almost all administrative sectors of the government. Public administration lacks appropriate resources and is considerably performing weak due to corruption, politicization of bureaucracy and dominant patronage networks. (Bertelsmann Foundation, 2012). “Overall 66.7% of households experienced corruption in their interactions with different public service providers. An overwhelming 96.6% of households that interacted with law enforcement agencies experienced corruption. Land administration (52.7%) and judiciary (47.7%) are the next most corrupt sectors.” (Knox, 2009) According to Transparency International public administration is the most corrupt sector in Bangladesh. Corruption is present in medical colleges, regional, and sub regional clinics and public hospitals, office of the civil surgeon and planning delivery offices. (Transparency International, 2012) Experts believe that health sector is highly vulnerable to corruption due to its nature of service and the high demand. Water sector in Bangladesh is very complex and around 13 ministries are involved in this sector. (Transparency International, 2012) This had made the sector very complex. A report by the Bangladesh Anti- Corruption Commission estimates that an amount of $1.5 billion has been corrupted during 2001 to 2006 at the Ministry of Water and Resources. (Transparency International, 2008) The reports also show that a high number of parliament members are involved in various criminal activities and corruption including lands and water. (Transparency International, 2012) Bangladesh is one of the poorest countries in the world and there are a number of social safety programs to support poor people and alleviate poverty. A study by the Asian Development Bank in 2012 shows that the safety programs are not effective and are negatively affected by malpractices, inefficiencies, leakages of resources, inappropriate targeting, abuse of power, and …show more content…

According to World Bank, practices such as short bidding periods, poor advertising, non-disclosure of selection criteria, poor specifications, negotiations with bidders and rebidding without appropriate justification create opportunities for corruption. (Mahmood, 2010) There are a number of cases of contract dismissal by the donors. For example Washington-based procurement multilateral lending agency cancelled 14 road contracts under the roads and highway because of corrupt bidding in 2005. (Mahmood, 2010) Public procurement is highly acknowledged as a line of work that plays a considerable role in the successful management of public resources and a number of countries have become more informed of the fact that procurement plays an important role and is one of the most vulnerable areas to management and corruption and therefore needs institutional and strategic view integrated in the government
