Why was the Constitution a controversial document even as it was being written? In 1777, Members of Congress felt the need to have some written documentation that showed and explained exactly how they were organized and operated. According to U.S. History, “The Articles of Confederation were passed by the Congress in November, but the first national constitution for the U.S. was in written form about how Congress had operated since 1775,” (Articles of Confederation, n.d., para.2).
