Failure to educate one’s self on history makes it inevitable for the history the repeat itself. This common notion is used throughout the creation of everything from small groups to empires and only works if a new idea is presented. In 1777 our nation took the first step in engaging in its full potential as a successful country in drafting The Articles of Confederation and ratifying it in 1781. This document Congress gave legal authority which it lacked, however was very limited power. Therefore, resulting in a nation that was governed under a weak concept, that ended up dividing rather than unifying our country in one. The Virginia Plan proposed a federal style of government with equal power being shared between the state and national government. It included both a bicameral congress with checks and balances to ensure equality and a House of Representatives. The House of Representatives was to include the Senate which was made up of senators appointed by state legislators. Representation for both Congress and the House of Representatives was to be determined by population of each state. This was intriguing to large states, but infuriated small states. Small states were considered to be Anti-Federalist, who opposed the constitution and pushed individual strong states. By requiring a Majority to make all commercial and navigation laws, the five southern states may be ruined…(George Mason.).This was the mindset of all Anti- federalist at the time, fear. They were terrified that the large states would take over and rule the nation without a care for the smaller state’s wants or needs. So, the Anti- Federalist refused to let the plan progress. Then, the New Jersey Plan was presented as an alternative to the Virginia Plan and was very appealing to the small states. It proposed a unicameral congress rather than a bicameral with one representative from each state, which was very similar to the way of the Articles of Confederation. Throughout the process of the people of the U.S. breaking away from Britain’s control, living through the failure of the Articles of Confederation, and the concerns presented at the Constitutional Convention, this group on intelligent Federalist men were determined to see to that their concerns and the concerns of the Anti- Federalist were dealt with, thus a compromise was presented. They came up with a plan called the Great Compromise or the Connecticut Compromise that gave both groups of people what they wanted. The Virginia Plan was used as most of the substance of the compromise with a major change to benefit the smaller states. They pleased the Anti- Federalist with the change of equal representation in the Senate with 2 senators from each state, no matter the size.
