Citizen oversight of police is a crucial technique to ensure fair and equitable service to the community. It creates transparency and accountability within the police department. The unique perspective of citizen oversight brings a fresh outlook on existing policies and practices, leading to better service to the community's needs. This is an open forum. It's the most accessible. Community members can come together and speak about their complaints and suggestions to the police. This can be both a reactive and proactive approach to citizen oversight. When a crisis happens, the community can come together and decide the appropriate action. If the community sees a pattern forming, they can inform the department before the situation occurs. If the community wants a change, such as more or less hotspot policing, they can voice their concerns. This allowed the community to feel empowered, knowing that their voice can make a difference. The police department must listen to the community members for this to work. If the police never respond or enact community suggestions, the situation could worsen, causing the people to feel ignored and less served. It's up to the community and the police department to truly work together; actions speak louder than words. The police need the community's support. Without them many of the reported complaints would have not been reported creating a higher number in the dark figure crime. Also reporting a complaint does not necessarily mean you will be creating a lawsuit against an officer. Each complaint goes through rigorous rulings and steps in order for it to be a serious offense or crime. Like any other crime, you’ll have to report a statement in person describing what has happened, where it happened and the description of the officer. Next they will asks witnesses about your account to make sure you’re telling the truth and to add evidence to your story. After the witness statements they will begin to gather evidence. Being that they have subpoena powers, they’re able to access many documents that authoritative figures can have including police department records. They will then conduct multiple interviews with the police officer who is likely to be charged and his/her witnesses. Like dealing in a court office, police officers must appear to the civilian review board to be interviewed and they have to be honest with answering questions. When they 've collected all their evidence and statements, the case is prepared by an investigator who then proceeds to give it to the board. Early law enforcement in England took on two forms of policing, one of which heavily influenced modern policing and it is known as the watch (Potter, 2013). The watch consisted, at first, of volunteers which had to patrol the streets for any kind of disorder including crime and fire. After men attempted to get out of volunteering by paying others, it became a paid professional position (Walker & Katz, 2012). The three eras of policing in America are shaped by these early ideas and practices of law enforcement. Throughout time, sufficient improvements and advancements have been made from the political era to the professional era and finally the community era which attempts to eliminate corruption, hire qualified officers and create an overall effective law enforcement system.
It is easy for police to get caught up in the idea that it is them against the rest of society (Barkan, 2012). Many citizens in today’s democratic society have a negative or fearful view of our law enforcement. Think back to grade school, who was that one kid in class that everyone was annoyed by or despised? Most people would answer the teacher’s pet or the tattletale. We have grown up from a young age to have a negative view towards those that get us into trouble when we think we can get away with something we know is wrong. There are at least 6 to 8 complaints made by every 100 officers each year. At least 30 percent of the complaints are for excessive use of force and that doesn’t include all the undocumented complaints civilians make that are failing to be reported. In the past year, police officers have killed more than 776 people. This information has only recently been brought to light. For once the media is not exaggerating on the crimes police are committing; this is happening right here, right now in our own country.
Policing relies on the public trust, police legitimacy and accountability, which can be destroyed by unjustifiable police shootings (Squires and Kennninson, 2010). Within this country, there is a recognition that the police do not always adhere to the rule of law (Newburn and Reiner, 2012: 809), which has led to consistent public outrage at the lack of effectiveness and legitimacy the police has maintained. Therefore the deliberate decision to enforce police to attend to the streets unarmed was employed to reassure the public that the police were not to be feared (Waddington and Wright, 2010). Ultimately, concerns derive from the belief that the police are completely ineffective when dealing with gun crimes (Farrell, 1992: 20). However, whilst arming police with guns can act as a protector when on duty it can also cause an increase in police misconduct. This issue will be discussed throughout this essay.
Within our police system in America, there are gaps and loopholes that give leeway to police officials who either abuse the authority given to them or do not represent the ethical standards that they are expected to live up to by society. Because of the nature of police work, there is a potential for deterioration of these ethical and moral standards through deviance, misconduct, corruption, and favoritism. Although these standards are set in place, many police officers are not held accountable for their actions and can easily get by with the mistreatment of others because of their career title. While not every police abuses his or her power, the increasingly large percentage that do present a problem that must be recognized by the public as well as those in charge of police departments throughout our country. Police officials are abusing their power and authority through three types of misconduct known as malfeasance, misfeasance, and nonfeasance and these types are being overlooked by management personnel who rarely intervene even though they know what is happening. Misconduct is wrong because it violates rights and causes people to be wrongly accused of crimes or be found not guilty and set free when they are still an endangerment to other people. The public needs to be educated on what is happening in the police system in hopes that someone will speak out to protect citizens from being violated by police officers.

A citizen complaint is the action taken by a citizen to bring the attention to a police department so they can take action or inaction that the citizen considered to be contrary to law, proper procedure, good order, or in some manner prejudicial to the citizen, the Police Department, or to the country as a whole. Citizen complaints help the police make the community a safer place for everyone. Sadly, these days, a lot of citizen complaints are filed against police officers or departments. Listening, speaking, writing and focusing on what others say are all ways officers can affect the way the public views them. A lack of these vital communications skills results in poor understanding, an officer not knowing how to proceed, and people who need police assistance giving up. Officers must also consider how communication might affect a community’s reaction. It is obvious that these traits are very important for optimal police work. Experiences show that people react more calmly and cooperatively when police officers treat them well. Therefore, good communication is needed in order to make the jobs of police officers easier and more positive.
