1 Introduction

Flooding becomes a major issue for all parts of the world. This causes due to heavy fall of rain water and sudden change of whether conditions. Due to lack of the capacity of existing cannels and irrigation systems, water flow becomes slow and dry lands fill up with water. This result the phenomena. This may happen naturally or sometimes due to man made changes to the natural landscapes. When consider about natural causes for flooding, it varies according to various parts of the world, such as spring thaw, Ice jams, heavy rain (monsoon), snowmelt, winter rainy season, tsunami and also sometimes due to rains fall after a wildfire. Apart from these natural conditions, human activities also cause flooding conditions. Blasting, this causes landslide which may block rivers and streams. Sudden failure of structures such as dikes, dams, etc… which was build to store large capacity of water. Because of unintentional damages or sudden failures of structures, large amount of water may release to dry lands. Failure to manage such streams of water will leads to flooding condition. However it causes, it is a major disaster which devastates human life and economy. Failure to manage such situation properly, will leads to major health issues also. So far thousands of peoples were fall in to death toll due to this massive disaster.

1.1 Effects of floods
In July 2013, more than 5,700 peoples were fall in to death list due to flood, affected to northern part of India. Indian troops were able to evacuate more than 110,000 peoples form effected that area. When analyze local and global information about flooding, it can seems number of events are gradually increasing. Apart from proper urbanization and darning systems, it is necessary to monitor vulnerable areas and existing irrigations channels about sudden changes of water levels. Even though people have developed good systems to monitor and alert about variations of water levels, due to economical status of most governments who suffering each year from flood, cannot afford such systems. In this project, it is concerned to facilitate a proper warning/alerting system which is capable of to identify changes of water levels at given point, while keeping implementing cost is minimal.
