1 Introduction
Flooding becomes a major issue for all parts of the world. This causes due to heavy fall of rain water and sudden change of whether conditions. Due to lack of the capacity of existing cannels and irrigation systems, water flow becomes slow and dry lands fill up with water. This result the phenomena. This may happen naturally or sometimes due to man made changes to the natural landscapes. When consider about natural causes for flooding, it varies according to various parts of the world, such as spring thaw, Ice jams, heavy rain (monsoon), snowmelt, winter rainy season, tsunami and also sometimes due to rains fall after a wildfire. Apart from these natural conditions, human activities also cause flooding conditions. Blasting, this causes landslide which may block rivers and streams. Sudden failure of structures such as dikes, dams, etc… which was build to store large capacity of water. Because of unintentional damages or sudden failures of structures, large amount of water may release to dry lands. Failure to manage such streams of water will leads to flooding condition. However it causes, it is a major disaster which devastates human life and economy. Failure to manage such situation properly, will leads to major health issues also. So far thousands of peoples were fall in to death toll due to this massive disaster.

Even though people have developed good systems to monitor and alert about variations of water levels, due to economical status of most governments who suffering each year from flood, cannot afford such systems. Though scientists cannot agree on whether or not a global flood occurred, the effect of these stories on science has been monumental, as well as the effect of the stories on cultures and religions throughout the world. If this great flood did , in fact, occur, it’s effect on history would have been great because of the huge numbers of people lost to it. Craig E.Colten’s book centers on a familiar problem that New Orleans city constantly faces, the flooding. In particular, the book focuses on the genesis of the flooding danger. In reference to Colten’s book, this essay will attack the statement “The environmental elements, as opposed to human actions, fully account for New Orleans’ problem with water”. The rationale of opening up unusable land by draining waters and construction of levees to contain Mississippi River water led to serious flooding during heavy downpour. Louisiana has problems with flooding. The Mississippi River borders the East Side of the state and often floods due to precipitation. Other for reasons flooding includes dam failure or land problems. The flooding has a major affect on the people in the state since they must . deal with the water and all of its damage. The scope of the problem is precipitation. Hurricanes can hit Louisiana and cause flooding in the lower Mississippi. Also heavy rains often hit the state. “A slow moving weather system dropped large amounts of rain over northern Louisiana…”(FEMA, Feb 1, 99). The amount of time in which rain falls is an uncontrollable factor causing the state tobe well prepared for all types of flooding. Dams are a good way to help the flooding. People in Bangladesh aren’t educated enough to build any appropriate flood protection and to maintain them. The problem concerning Bangladesh is that most of the land is only a few feed above water and very unstable. No amount of river control can change this. To alleviate the impact of flooding Bangladesh’s only choice has to be severe population controls to reduce the density of people on this land and also to encourage a movement away from the lowest lying areas. Water is an integral part of not only human beings but all other creatures in the world. We use it every day for different purposes such as domestic, agricultural and industrial. Water has always been a prestigious resource. However, the majority of people do not appraise water’s worth since they do not face water scarcity; whereas, in third world countries it is one of the most serious problems. Nearly 2.4 billion people have a lack of water resources in the world, shows the investigation done by the Pacific Institute, an Oakland, California-based non-profit scientific research group. Moreover, every year this number is growing gradually and more people are suffering (Bloomberg News, 2010). There are certain causes which deteriorate current situation. The most influential reasons are global warming, pollution by human-beings and overpopulation.
