The development team has begin to have meetings with both Bob and Thelma Mellankamp. They have expressed that they need to go ahead with an upgrade of their information system. To conduct the planning necessary several step must be taken. These are to include the identification of the issue; the scope of the project as a whole; the feasibility of the project; and the development of a project scope statement in order to identify expectations, deliverables, and benefits of conducting this project.

In order to establish the feasibility of the proposed Hoosier Burger project there are several factors to take into consideration. These factors according to Valacich (2009), are economics, operations, technical aspects, scheduling, legal and contractual issues, and the ever evasive politics doing business. All six of these are addressed in the following remarks.
Economic - The old saying that time is money stands as true today as it did the day it was first mentioned. The longer Bob and Thelma put of this upgrade the longer Hoosier Burgers will experience a shortfall in resource management. This process can be accomplished in the fraction of the time that the current process takes without any one person leaving their station. With this fluidity in the process the service time that the customer experiences is also reduced which in turn, could potentially lead to increased sales.
Technical - A development team is currently contracted in order to assess the existing process and the system being chosen to replace it in the near future.
Schedule - The timeframe for this project is relatively tight. Hoosier Burgers is a newer business that has experienced a resent increase in patronage. Without a timely resolution to the issues revolving around the information flows within the company Bob and Thelma could very well miss an opportunity to truly see their business succeed.
Legal and Contractual - As of this time the only legal and contractual issue that exist have to do with any business licensing or copy writing for the system that may already be in place. All of these should be readily

Also to be examined will be the effect on ratios that Happy Hamburger will experience as a result of a double increase in: sales, inventories, accounts receivable and common equity. These increases will have an impact on the financial ratios being used in this analysis.
In the retail stores, managers are complaining of frequent stock outs even though the DC is full of merchandise, which is not moving enough through the supplier, DC, and retail stores. The inventory issue also ties in with transportation problems where accurate lead and delivery times are non-existent. The inventory turnover is not at its full potential because if the DC has merchandise yet the stores are stocked out, the inventory is frozen and will become obsolete.
Production and distribution issues will also be addressed. Many production issues will be corrected as the facility is updated. Distribution is less of an immediate problem and future growth will resolve many of these concerns.
