Unless you are a breeder, all pet owners should be required to spray or neuter their pets. When I say the word pet, I am focusing on cats and dogs because they are the most popular pets in the United States. If we were to increase the number of people who are required to alter their pets, then we would have less roaming the streets, and they would be easier to care for.
