Kozol describes schools that run almost like factories or prisons in grim detail. According to Kozol, US schools are quite quickly becoming functionally segregated. Kozol lists the demographics of a slew of public schools in the state, named after prominent civil rights activists, whose classrooms are upwards of 97% black and Hispanic — in some cases despite being in neighborhoods that are predominantly white. It has been over 50 years since Brown vs. the Board of Education. It is sad to read about the state of things today.
America’s public school system started off very rough, but through the dedication of many hard-working Americans, it was starting to shape into a system that allowed all children, regardless of race, gender, religion, or nation of origin, to have an education.
Bilingualism should be celebrated and encouraged, rather than stamped out. Anzaldúa recalls that a teacher told her, “If you want to be American, speak ‘American.’ If you don’t like it, go back to Mexico where you belong” (2947). The irony in her teacher’s statement is that Mexicans and Native Americans inhabited North America long before it was colonized; so, technically speaking, Anzaldúa belonged in America more than her teacher did.

The plight of blacks and women in the first part of the 20th century suggests that even the noblest of philosophies are not guaranteed to serve individuals in practice. Further, federal intervention into education, such as with the No Child Left Behind Act, should give educators pause to question what educational oversights would cause the federal government to intervene in its historical role as protector of the overlooked and unnoticed. Finally, the success of Catholic schools in the 1950’s and 1960’s is suggestive of the value of a standard, academic curriculum, but one must remember that Catholic schools enjoy the luxury of choosing the students they educate.
The United States is filled with many different ethnicities, cultures, customs, languages, etc. Supposedly, our public schools are equipped with classes, teachers, curriculums and materials in order to educate that part of the student population whose first language is something other than the English language. Bilingual classes, transitional classes, ESL classes are just a few of the programs that have been developed to instruct non-English speaking students in order for them to acquire the English language.
In Hunger of Memory, Richard Rodriguez situates his individual experiences with education in such a way as to expose what he sees as the fallacious logic behind bilingual education and affirmative action. He uses arguments to propagate the systematic problems with such programs. His autobiography explains in great detail the entangling problems all American children face by instituting bilingual programs and affirmative action endorsements.
In the article, “Public and Private Language”, Richard Rodriguez argues that bilingual education delays learning a “public language” and developing a public identity”. I can relate to Richard’s story because my family and me moved to America when I was young and we also had the same struggle learning a new language. I agreed with Rodriguez when he expressed that he didn’t feel like a true American until he mastered the English language because English is the first and main language in America.

In the 20th century, the melting pot is not working, and the whole idea is under attack (Evans 76). The United States has changed from a melting pot to a vast culture with varying backgrounds. In years before, America was a collection of Chinese, Germans, Italians, Scots, Croats, etc., all craving freedom. Today, even the simple concept of an English-speaking nation is fading off the continent. In the old days, immigrants were taught in English in the public schools. (76). This essay will consist of two analyses of significant legislations. One is the reauthorization of 1994 regarding the Bilingual Education Act (BEA). Two is Title III or English Language Acquisition Language Enhancement and Academic Achievement Act. The three states discussed in this essay regarding English language learner issues are California, Arizona, and Massachusetts. However, these three states share the anti-bilingual education law. California enacted the law in 1998. Arizona initiated the law in 2000. Massachusetts approved by legislature the law in 2002. This essay will also discuss the comparisons with the anti-bilingual law passed in these three states, explanation of challenges with the anti-bilingual law in the three states and an explanation of the benefits of the anti-bilingual law in the three states.

As of right now in the United States, the school system is not doing its best to promote the growth of African American students who speak Ebonics at home. Obviously something has to be done, because students from predominantly AAVE speaking areas are succeeding at a level well below students who are familiar with Standard English coming into school. The way the education system is set up, schools build upon existing skills that students already have especially in primarily white communities.
