Introduction Action research is a process by which educators carry out a research. Educators are urged to focus on issues they can influence. This is because educators are more often than not motivated to solve problems they have personally identified rather than those that have been identified by others. Thornton Fractional South High School represents a diverse school building in the South Suburbs of Chicago, Illinois. We consist of a traditional 9th through 12th grade building with the exception of busing students to the District 215 Tech Center for vocational classes. We share these resources with our sister school TF North. Although we consistently outperform TFN, we are behind the state averages on both the ACT and the PSAE. On the ACT, we are below the state average on the composite score as well as on all three recorded sub-categories. We were closest to the state average in Science and the furthest in Reading. As for the PSAE test to measure those students meeting and exceeding standards, we are again behind the state average. TFS averaged 40.5% of students tested to meet or exceed standards. Meanwhile, the State of Illinois average was 53%. Currently, we are on the Academic Watch Status year 2. We were unable to meet the Adequate Yearly Progress (AYP) or the Safe Harbor Target Goal for Reading and Mathematics which are the two target areas. Our goal as a school is to reach the AYP and attempt to reach and exceed the state averages on the ACT and PSAE.
The Department of Education states that an Individualized Education Program (IEP) is an academic opportunity for parents, teachers, administrators and human services personnel to provide assistance to students with disabilities. Individualized Education Programs are written plans that state specific learning goals and designate educational services that are designed to meet a student’s individual needs.
Based on the preceding ontological and epistemological assumptions a researcher then makes methodological assumptions. Having decided on exactly what is to be studied the researcher then decides how the research can best be managed thus formulating a plan of action. Considerations include whether the research used should be primary or secondary. Whether one will test an existing hypothesis or whether one will construct a theory after having collated evidence. Finally one can draw conclusions as to which strategy to implement with the ultimate goal of producing the type of knowledge that is required. This then results in the type of method or methods of research to be used.
As societal pressures for higher education increase, more emphasis has been placed on the importance of a minimum of a bachelor's degree from an accredited college or university. This has led to the increased enrollment of students with learning disabilities over the past decade. According to a recent survey from the National Clearinghouse on Postsecondary Education for Individuals with Disabilities, one in eleven full-time first-year students entering college in 1998 self-reported a disability. This translates to approximately 154,520 college students, or about 9% of the total number of first-year freshmen, who reported a wide range of disabilities, ranging from attention deficit disorder to writing disabilities (Horn).
I chose to do my paper on students with Individualized Education Program’s for this fact alone. The majority of these students do not look any different from the other students. They want to be a part of the general education classroom setting. They may have mainstreaming and inclusion with IEP’s which makes the lives for these students more thriving. The main goal I have discovered in my reading of Individualized Education Program is placing the student at the center. The student is the main priority and their IEP focuses on meeting their educational needs. The Individuals with Disabilities Act, 2004 (IDEA), has 14 different categories of disabilities (IDEA Partnership, 2012). Students with disabilities can be placed into two more distinct groups which are high incidence disabilities or HID and low incidence disabilities or LID. IDEA defines low incidence disabilities as those students with visual, hearing or significant cognitive impairment (Outcome Data, 2006). These students need personal that are highly trained in specialized skill and knowledge to provide early interventions and education. Those with LID account for less than one percent of the school population (Outcome Data, 2006). Students that fall into this category are usually educated outside of the general education classroom for part of the school day.
Parents play a critical role in the planning of educational programs for their children. In efforts to increase parental involvement, instructions were added to the Individuals with Disabilities Education Act (IDEA) that mandated active parental participation during the preparation of Individualized Education Programs (IEPs). According to Lo (2008), when IDEA was reauthorized in 2004, additional parental rights were added that required the attendance of parents and every member of an IEP Team, unless both the parent and school agree to an absence and document that agreement in writing. Public Law 94-142: The Education for All Handicapped Children Act of 1975, now called Individuals with Disabilities Education Act (IDEA), requires states to provide free, appropriate public education (FAPE) for every child regardless of disability. This federal law was the first to clearly define the rights of disabled children to receive special education services if their disability affects their educational performance. A parent of a special education student also has basic rights under IDEA including the right to have their child evaluated by the school district and to be included when the school district meets about the child or makes decisions about his or her education. If a child is identified as in need of special education services, the school district must devise a written individual education program (IEP) for the child, which includes related services. An IEP is a statement of a student’s special education and related services including speech services, psychological services, physical and occupational therapy, counseling and assistive technology and transportation. In addition, this legally binding, individualized plan outlines reasonable educational goals for the student and is reviewed and updated yearly.
When I first read about the action research project, I was pretty excited to see that I was going to get to work with a child, plan an intervention, and carry out the proposed plan. This was the first experience I have gotten in my college career that has allowed me to work directly with a child by using a method of teaching and instruction that I could plan and execute. Although it seemed like a daunting task to have to do for the first time, I was very excited for the opportunity since that very thing is what I plan on making my future career out of when I graduate. As for any new experience, learning must be directly involved in order to gain a broader understanding and become more capable of progressing positively through the process. I was given a child in the Hillcrest junior kindergarten classroom to work with who is a student with English as his second language. Because I was given a child to work with, I also got to work with the classroom teacher in producing an intervention plan to carry out in the six weeks I worked with him.
