The process of classifying and reclassifying should be an on-going and continuous process in any correctional facility according to Carlton and Garrett (2008). Accurate classification of incoming inmates is important to both inmates and the correctional staff. Accurate classification allows facilities to group similar inmates and serves to ensure safety and security of inmates and staff. Inmates are classified on things such as age, aggressiveness, type of crime committed, and gender (Carlton & Garrett, 2008). Inmate classification has changed since the times of the first penal institutions. In the beginning there was no classification and all inmates were housed together (Carlton & Garrett,
2008). Now inmates are classified in many institutions using either a case management approach or a unit approach. Reclassification is an important part of any classification program. In this essay, I will be evaluating Tecumseh State Correctional Institution that holds many inmates within the state of Nebraska. Tecumseh Institution is in Tecumseh, Nebraska, in which it is considered to be a maximum security prison. Also, Tecumseh Institution only takes in male inmates within their correctional facility. From the website of Nebraska Department of Correctional service states “The state of Nebraska began to build this maximum security prison in 1998 and began to accept inmates into their facility in the year 2001”. Within this correction institution they withhold inmates who are on death row, but Tecumseh does not pursue the death penalty in their facility.
Correctional program writing nowadays is at a level of efficiency that surpasses earlier outlooks. In territories all over the United States, there are several curriculums that use research-based curriculums to teach, instruct, and inspire inmates. Disappeared are the days of hit-or-miss execution of curriculums that seemed good, but over and over again just occupied time for the inmates. The previous evolution happened for several reasons (Corrections Today, 2010). The largest wake-up demands was the claim composed around thirty years ago. The statement made was not anything works in corrections systems, mainly rehabilitation. Even though this commonly revealed report was taken from its context, it did in detail carry some notice to the mystery that several penitentiaries were not operational as change
When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.
Guards will no longer call you by name but by your number. For as long as you are there, you are that number. You no longer are treated like a human being but a number. Prisoners start to lose respect for themselves because of this treatment and on top of that, they are now given an abundance of other labels when they are released. Some of those labels include, “convict,” “criminal,” “dangerous,” and “antisocial.” When labels are given to an offender or a would-be offender in a mean manner, their risk of offending increases. Kathie Snow’s article talked about the power of language and labels, and this reminded me of a project that I completed in my Visual Arts class. The project was created because of research completed by Dr. Caroline Leaf, in which she described how different thoughts and words affect the brain. Another aspect of Kathie Snow’s article in which she reveals that the real problems are attitudinal and environmental barriers, this brought to my remembrance, a paper that I wrote for my English class titled Passion for Prisoners. In my paper, I wrote, “the malicious attitude that Americans have cultivated toward prisoners contributes to the ineffective treatment towards them.” These are just a couple concepts that I have found interesting, but it took a couple times of reading this article to come to this
Classification systems need to be tested prior to implementation and after implementation, in addition, the system needs to be regularly monitored and re-evaluated to check for effectiveness, without staff training and monitoring components, the system will fail to perform and will have issues with reliability. Some jurisdictions do not test the systems reliability and validity compared to the agency’s offender population, instead, they use the classification system without it being correctly designed and tested. The classification staff and anyone else who is involved in the scoring process must be professionally trained and tested on their scoring skills otherwise the system in unreliable.
Over the last few decades classification systems for offenders have been used for a variety of organizational purposes. Over time these classification systems have evolved, not only as a whole in the criminal justice system, but also varying between different organizations. Classification systems that create models based on the risks and needs of offenders are most popular. Throughout the years these models and the purposes for their use have been in a state of change, as well as the way their effectiveness is gaged.
Opponents to mass incarceration like Michelle Alexander have called it the “New Jim Crow”, a social institution aimed at limiting the rights of African Americans. Upon their release criminals are legally denied the right to vote, excluded from juries, and placed in a position of subordination. Others would suggest that, “cultural shifts, political realignments, changes in job prospects for low-skilled men, and perhaps most importantly, legal changes” have led to the severe increase and absolute disparity in the rates of black imprisonment over the late 20th and early 21st centuries. One thing is certain, mass incarceration would be justifiable if crime decreased but that is just not the case. Evidence has shown that the benefits of mass imprisonment in reducing crime have diminished over time and incarceration is now a much less effective method for crime control than it was before the 1990s. Due to factual evidence of high rates racial disparity in imprisonment, mass incarceration can be seen as a significant generator of social inequality. The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.

The data gathered in the Teplin, Abram & McClelland (1994) research was conducted in the Cook county jail in Chicago during a six year period, using interview techniques during the intake process of 728 inmates. They then tracked the participants over the six years by monitoring their rap sheets. What sets this research apart from the others is that they utilized the population of a jail versus a prison. Typically, once in prison, the time spent there is long whereas in jail, the incarceration time is usually much shorter as the inmates are in jail for lesser crimes or are awaiting trial. In any case, there is a larger turnaround and more opportunity to obtain diverse long term data.
Firstly, in order to gain a better understanding of the problems that plague our correctional system we must fully understand the enormous overcrowding problem that exists in the majority of state and federal prisons. During the mid 1900s, many changes came about for the system of corrections in America. Once a new idea goes sour, a new one replaces it. Prisons shifted their focus from the punishment of offenders to the rehabilitation of offenders, then to the reentry into society, and back to incarceration. As times and the needs of the criminal justice system changed, new prison models were organized in hopes of lowering the crime rates in America. The three major models of prisons that were developed were the medical, model, the community model, and the crime control model.
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Considering that rate along crime is a serious act. These crimes range from robbery, rape, kidnapping, identity theft, abuse, trafficking, assault, and murder. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Our correctional system has several ways to punish and rehabilitate offenders.
Incarceration has not always been the main form of “punishment” when it comes to doing an injustice to society. In fact, in the early 1600’s common forms of punishments for doing wrong in society included social rejection, corporal punishment, forced labor etc. (“Prison History.”). It had not been until the 18th century where it had been determined that incarceration could actually be a form of punishment correlating with a set amount of time in which an individual had to serve dependent on the severity of his actions. The logic behind incarceration is to restrict a person of his liberty as retribution for the crime he has committed (Prison History.”) Prisons that were created in the 18th century gained their recognition because of their high goals in perfecting society. But, the truth is as people were focusing on perfecting society prisons soon became overcrowded, dirty, and most of all dangerous. By the late 19th century many more people had become aware of the poor prison conditions which had led to a “reformatory” movement. The reformatory movement was put into place as a means of rehabilitation for inmates (“Prison History.”) Prisons would now offer programs to reform inmates into model citizens by offering counseling, education, and opportunities to gain skills needed for working in a civilian world. However, with the growing amount of inmates each year prisons are still becoming overcrowded. Because prisons are so overcrowded there are not enough resources being spent on achieving the rehabilitation of inmates and reintegrating them into society in order for them to survive in the civilian world once released from prison (“Prison History.”)
