Cyber Security threats
What concerns the government of the United States most is the security of the critical infrastructure from the cyber threats. The nation is depending heavily on the technology in most of its critical sectors to keep it up and running. Thus, this makes its more vulnerable to cyber-attacks from outsiders and insiders. Therefore, its protection must be a priority.
President Obama has realized the seriousness of the upcoming threats and turned the government focus more toward defending the information and communications infrastructure and In May 2009, he issued a request from top to bottom review of the current situation. The report titled the Cyberspace Policy Review includes strategy, policy, and standards regarding the security of and operations in cyberspace. According the white house’s cybersecurity foreign policy, the Cyberspace Policy Review highlighted two objectives and ten near-term actions to support the cybersecurity strategy.

Improve the infrastructure resilience to cyber incidents
Reduce the cyber threat
Near Term Actions

Appoint a cybersecurity policy official responsible for coordinating the Nation’s cybersecurity policies and activities.
Prepare for the President’s approval an updated national strategy to secure the information and communications infrastructure.
Designate cybersecurity as one of the President’s key management priorities and establish performance metrics
Designate a privacy and civil liberties official to the NSC cybersecurity directorate.
Conduct interagency-cleared legal analyses of priority cybersecurity-related issues.
Initiate a national awareness and education campaign to promote cybersecurity.

...so the question is how the new framework would merge with CIP standards. Last the framework does not provide liability protection to industry participants that adopt it. These protections require legislative action and therefore are left to The Congress. As a result, the framework still need more work and the companies are ought to keep shaping its content and improving the best practice.
Overall the companies should care about the new standards because the business depends on the reliability of the infrastructure, and cyber intrusions have accrued repeatedly, so securing the connectivity between business systems and industrial control system within the companies networks should be a priority. Also, with a minor mistake injuries and death of civilians and damage to the environment could happen by releasing of hazardous chemicals and leading to a disasters.
