On Thursday, April 30, 1970, President Richard Nixon told the American people that we were sending troops into Cambodia. This upset many Americans because Nixon was brought into office due to his promise to end the war. In his first year of presidency it looked like the end of the war was near, but with this announcement the end of the war was not evident. This pro-war decision by Nixon upset many people and led to riots all over the country. How could the President make the decision to continue war when he promised to end it?
Nixon’s approach to the war was Birchesque. He campaigned for president in 1968 as a peace candidate by pointing out that he had been raised as a Quaker and promising to bring the troops home. His path to peace, however, entailed an escalated war. After his election as president, he unleashed a ferocious air assault on the Vietnamese and extended the ground war into Laos and Cambodia. When the anti-war movement criticized these measures, Nixon did what any Bircher would do: he decried the anti-war movement as a communist conspiracy that was prolonging the war and that deserved to be treated as an internal security threat.
This was because the “appetite of aggression is never satisfied.” To even further his idea of this being a moral obligation he brought up the Bible. “…in the words of the Bible: ‘Hitherto shalt thou come, but no further.’” He explained that the US’s only objective is to maintain the freedom of South Vietnam. Since attacks in Vietnam were growing stronger we had to send in attacks by air. Johnson then made an extremely bold statement, “We will not be defeated. We will not grow tired. We will not withdraw, either openly or under the cloak of a meaningless agreement.” This statement was a strong statement of the US’s investment in the war. Of course we go into every war not wanting to withdraw but in this instance this statement made waves. What Kimball does demonstrate is that Nixon was more than willing to use force to attain his goals in Vietnam. That these goals often were intertwined with Nixon’s domestic political agenda is clearly evident. His desire for a decent interval is an example of this. Decent interval is the establishment of conditions to preserve the South Vietnamese government after a U.S. withdraw. The interval had to be of sufficient time to allow for Nixon to exploit his successes on the U.S. domestic political front. He demonstrates that, by in large, Nixon and Kissinger kept to the same strategy of Vietnamization, triangular diplomacy and use of force. The Enemy’s political will is an obvious factor for Nixon not achieving his goals. However, in the author’s view, Nixon should have capitulated at the first set back and exited Vietnam altogether. That he did not, that he persisted in his strategy, that he continued to use force, the author attributes to Nixon’s black id following the madman theory.

The North Vietnamese Communist leadership's ability to reassess and adapt during the Vietnam War was reflected in how well they combined guerilla and conventional operations to achieve their strategic goal of unifying Vietnam under communist rule. Throughout the conflict, the Viet Cong (VC) were employed to conduct guerilla operations while North Vietnamese Army (NVA) and VC "main force" units were used to transition to conventional operations. Guerilla operations enabled Hanoi to inflict a steady flow of casualties on US forces which increased anti-war sentiment in America. NVA and VC main force conventional operations reinforced the US Army's conventional approach to the fight which caused the Americans to alienate the people of South Vietnam. By alienating the South Vietnamese people, the Americans enhanced the VC's ability to conduct guerilla operations and control rural population centers which weakened the credibility of the Government of South Vietnam (GVN). The combined effects of guerilla and conventional operations supported the North Vietnamese strategy of a protracted conflict that was sure to weaken the resolve of the United States and eventually defeat the GVN.

Nixon’s plan was to use “Vietnamization,” a process in which American soldiers would train South Vietnamese to fight for themselves and eventually drawing American troops out of the war (Vietnamization). At first, General WestPoint was in charge, raiding Vietcong bases and trying to eliminate them. The original plan was to use the body count to discourage any more NVA troops from fighting, but this strategy backfired because both Vietnamese and American troops had high body counts.
