1.2 Statement Of Problem 1.2.1 In pursuance with our objective of becoming a responsible and respected power, it is imperative that our higher leadership (read generals) are suitably trained, mentally equipped & emotionally enabled. The primary concern of every senior officer should be to look beyond the immediate; higher the rank, more distant should be his vision; in peace or in war; his actions should be oriented to secure a better future for his outfit – the present will take care of itself. This requires a constant reiteration of the timeless requirements of good leadership with clear understanding of future military milieu, and its ramifications.

Many of the officers in the present day environment lack initiative, motivation and involvement. While they are generally reluctant to shoulder responsibilities, they give undue importance to career advancement and promotion of self interest. Many among the top leaders have lost sight of the basic values and have failed to motivate and set a personal example to the juniors. It is needless to state that the degeneration of leadership qualities in the officer cadre at all levels would severely affect the men whom they command. The signs have already been noticed with the number of indiscipline cases increasing day by day. The exodus of good men from service after their initial period of engagement due to lack of motivation is also one such sign. The armed forces are the ultimate instrument of the state. They are for one and the only purpose of achieving victory when the nation is confronted with war. All other tasks given to armed forces in peacetime like Counter Insurgency Operations, Anti Militancy Operations and Aid to Civil Authorities in Internal Security duties or during natural calamities are essential but secondary in nature. Effective leadership in such an organisation will make the difference between victory and defeat in war. There are no runners up in a war. Military leadership is different from leadership in any other organisation primarily due to the stakes involved and the catastrophic effects that a failure may bring. As the level of leadership rises, the challenges to perform increases due to enormity of the stakes
