Correctional program writing nowadays is at a level of efficiency that surpasses earlier outlooks. In territories all over the United States, there are several curriculums that use research-based curriculums to teach, instruct, and inspire inmates. Disappeared are the days of hit-or-miss execution of curriculums that seemed good, but over and over again just occupied time for the inmates. When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.
The United States has a larger percent of its population incarcerated than any other country. America is responsible for a quarter of the world’s inmates, and its incarceration rate is growing exponentially. The expense generated by these overcrowded prisons cost the country a substantial amount of money every year. While people are incarcerated for a number of reasons, the country’s prisons are focused on punishment rather than reform, and the result is a misguided system that fails to rehabilitate criminals or discourage crime. The ineffectiveness of the United States’ criminal justice system is caused by mass incarceration of non-violent offenders, racial profiling, and a high rate of recidivism.
The current criminal justice system is expensive to maintain. In North America the cost to house one prisoner is upwards of eighty to two hundred dollars a day (Morris, 2000). The bulk of this is devoted to paying guards and security (Morris, 2000). In contrast with this, community oriented programming as halfway houses cost less than the prison alternative. Community programming costs five to twenty five dollars a day, and halfway houses although more expensive than community programs still remain cheaper than prison (Morris, 2000). Tabibi (2015c) states that approximately ninety percent of those housed in prison are non-violent offenders. The treatment of offenders in the current system is understood to be unjust. By this, Morris (2000) explains that we consistently see an overrepresentation of indigenous and black people in the penal system. Corporate crimes are largely omitted, while street crimes are emphasized (Morris, 2000). This disproportionately targets marginalized populations (homeless, drug addicted and the poor) (Tabibi, 2015c). The current system is immoral in that the caging of people is highly depersonalized and troubling (Tabibi, 2015c). This is considered to be a barbaric practice of the past, however it is still frequently used in North America (Morris, 2000). Another moral consideration is with the labelling of youth as offenders in the criminal justice system (Morris, 2000). Morris (2000) argues that we should see youth crimes as a social failure, not as an individual level failure. Next, Morris (2000) classifies prisons as a failure. Recidivism rates are consistently higher for prisons than for other alternatives (Morris, 2000). The reason for this is that prisons breed crime. In today’s society, we often find people who have a bias against the correctional system. We find these people to have no credible source besides the information the media proposes, third party information, or if they themselves have been locked up. Whether we sit and listen to them preach about the corruptness is up to us.

Not everyone loves the ideas of alternatives to prison because alternatives to prison seem to work only when there is a limited number of cases that adhere to the sentence, However, when places like California is spending more money on their prison systems than on actual education, alternatives to prison seem to be the best choice (David, 2006).

In today's society, we are facing many changes. Our own family, neighbors, and countrymen are afraid of many dangers which influence their lives. Although many people have fear which resonates in their consciousness and unconsciousness, the United States has a comparatively low crime rate. Despite this low crime rate, America incarcerates it's citizens five times the rate of Canada and seven times that of most European democracies.(Slambrouck, Paul. 24) Our society needs to be changed. We cannot blame the individuals involved in wrongdoing but we can blame our society who raised these criminals. Of course someone who kills another human being needs to be put away in some form; but we need to make changes. We need to help as many maladjusted people as we can. There are some steps which really seem to work. There are many prison inmates who come from broken homes and have low self-esteem. What needs to be done to help these insecure people, who are at war with themselves and society, is to rehabilitate them. The problem is the prison officials do not try to teach the prisoners how to learn from their mistakes.(McGovern, Celeste. 42) What actually happens is that criminals tend to be better thefts, and have the ability to out smart the police. Our politicians need to stress how important vocational, educational, drug-treatment, and religious programs are, in order to improve the attitude and demeanor of these convicted felons. During the mid 1900s, many changes came about for the system of corrections in America. Once a new idea goes sour, a new one replaces it. Prisons shifted their focus from the punishment of offenders to the rehabilitation of offenders, then to the reentry into society, and back to incarceration. As times and the needs of the criminal justice system changed, new prison models were organized in hopes of lowering the crime rates in America. The three major models of prisons that were developed were the medical, model, the community model, and the crime control model.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?

All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? Prison within the society in America has sharply veered towards the idea of mass incarceration. The Prison Policy Initiative (PPI) is a criminal research group that reports on the quantity of people in the United States that are in the prison system, and in 2014 “PPI reckons the United States has roughly 2.4m people locked up, with most of those (1.36m) in state prisons” (J.F. 1). This number is cause for concern when compared to a study of recidivism released among thirty states in 2005 by the Bureau of Justice Statistics (BJS) According to BJS, “About two-thirds (67.8%) of released prisoners were arrested for a new crime within 3 years, and three quarters (76.6%) were arrested within 5 years” (BJS 1). The concern is that rehabilitation programs in the United States are not effectively working to introduce an inmate into the general population. The reason inmates are typically repeat offenders is because the United States focuses more on punishment than rehabilitation. While rehabilitation methods do exist, they are not the focus within American prison systems, the ones that do exist are more geared toward manual labor and teaching trades. While this an effective means to teach a skill, this style of rehabilitation fails to address the ideas of empathy, accountability, and effective social interaction. The main focus of prisons in the United States is to maintain order in an inherently hostile environment so that inmates may ‘serve their time.’ The focus should be placed on educating inmates instead of strictly punishing those who are incarcerated.
