NAEP is part of the U.S. Department of Education, it is central to any discussion of whether American students and the public school they attend are doing well or badly.(Ravitch, Reign of Error, chapter 5, p44) Test scores are not the only way to measure education, but also to the extent that they matter and improving. The NCLB is gone now and the common core instead, because there were many disadvantages. For example, the result was disappointing, schools’ foundation was lacking and schools neglected students’ personality and accountability leaving millions of children behind and did not eliminate poverty or close the achievement gap. However, it had some reform on other aspects, I will talk about in the following paragraphs. Due to all students
Under NCLB policy, if a public school in the state standard exams results in consecutive unqualified scores, the school will be closed soon. Although the government gives parents more choices to accept the way of education, the students just can go to school in poor communities where the environment is bad. When there are charter schools, the public schools are going to be closed, the company or person can take it with permission, the foundation all comes from the government. The biggest difference between charter schools and public schools is that the charter schools have it own operating system, foundation and teachers.(Ravitch, Reign of Error, chapter 16, p157-160) There also are some disadvantages in charter schools, first is the quality gap, due to the quality of teaching which almost depends on teachers and principals. The second one is differentiation between races and classes. Some charter schools’ mission is serve minorities, such as African-American and Hispanic, because they want to save the nations’ culture. However, this limit of communication with other communities will result in a big gap objectively. Charter schools only pay attention to the scores and do not share their strategies to collaborate with public school, because they want more students to get high scores so they can enter to famous schools more than public
This policy has been implemented for many years, it said that the children just can go to school which is near by your home, the home must be in the school’s district. If not, you cannot enter. It is ridiculous and reasonable. Due to the population of students, more and more students are looking for the top schools, everyone wants to study in there. However, the schools have limited capacity, they just can receive the students within the jurisdiction, so they have to choose the home before the school. This is hard to evaluate, due to the education circumstance in Beijing, we have no more choices. This situation is similar as the U.S., people have the chance to enter school depending on their zip code. With the voucher program, now students can choose schools even if it is public, charter, religious without a zip code, even though this idea did not go far, but it was a great reform.(Ravitch, Reign of Error, chapter 19,
