=Gang Violence in California The City of Los Angeles is the “gang capital” of the nation. There are more than 450 active gangs in the City of Los Angeles. Many of these gangs have been in existence for over 50 years. These gangs have a combined membership of over 45,000 individuals. Gang violence has for a long time been a major issue. Now it may not be as bad as it was back in the 90’s when it really first surfaced but gang violence is still a critical issue. A place where gang violence has really been an issue is none other than the state of California. Now, from 1988 to 1998, California was considered the “Decade of death” as over 1000 people would die in Los Angeles per year. And that’s just Los Angeles never mind the entire State of California. Now it has declined from the years of 2008 to 2012 where violence, in general, has dropped by 16 percent. But even with that drop, it seems that California has a big issue in containing gang violence. A place like Compton, California is known for its gang violence and even though they have had a 30 percent drop in gang-related crimes. And the city of Los Angeles gang-related crimes has dropped by 66 percent since 2005. But if you do the math there is still about 500 gang related crimes a year which is too many. In 2002 to help fix the situation former NYC police chief William J. Bratton added 1000 more cops to patrol the city of Los Angeles. In recent years, the state of California has spent a lot of money to rid their streets of gangs and gang-related violence. The money that is being spent is just recently starting to pay off as the city of Salinas California which sees a population of 150,000 people and 3,500 gang members had 131 shootings and 15 homicides in 2010. The second part makes it illegal for “anyone who commits a felony for the benefit of a gang will receive a mandatory prison sentence”. So in conclusion to that the California law, through certain Acts, they punish gang members and those who associate with gang members. And finally let’s talk about how social media has an impact on gangs plans and their activities. With the help of social media, people can help stop gang plans for violent crimes by catching a possible tweet or an Instagram post. They can catch it and report it to the police before anything comes to fruition. Instead, it is being used as an advantage to the gangs as they are setting plans to do their crimes through social media websites like Twitter.
Over the past 60 years there has been a recent phenomenon in the development and rise of gangs and gang violence. This is exceptionally apparent in South Central Los Angeles, where the Bloods and the Crips have taken control of the social structure and created a new type of counter culture. Poverty in this area is an enormous problem caused by a sheer lack of jobs; but just because there is a lack of jobs doesn’t mean that there will be a lack of bills to pay, so sometimes selling drugs in order to keep a roof over your head seems like the most logical option. According to the National Gang Center, the change is gangs from 2002-2007: +12% in larger cities, +33% in suburban counties, +27% smaller cities and +24% in rural counties (National Youth Gang Center, 2009). The gang problem in the United States of America has been getting worse since the first gang was formed by Irish immigrants in the early 1800s. For low income and areas with high population, gang involvement with youths has also been getting worse. Regarding gang-related homicides, it is for difficult data collection industries to gather correct information because after a murder is committed it must be determined whether the murder is gang-related or not. But despite that, reports of gang-related murders are concentrated mostly in the large cities in the United States of America. Including San Jose, where there are long standing and persistent gang problems, which mean there are a larger number of documented gang members. There are literally thousands of anti-gang advocacy groups because there are so many concerned parents. These groups support politicians who are working to try to create legislation to reduce the gang problem in the United States of America. There are a number of theories on how to combat the gang problem, but a strategy which rarely fails is to take small steps in progress and continue to move forward.. There will never be a perfect solution that solves every aspect of a problem. But one policy that covers a wide range of issues involving gangs is the United States Constitutional bill S.132, “Gang Abatement and Prevention Act of 2009.” It is the most extensive and sophisticated piece of gang legislation to appear in the last decade, it has many objectives on increasing and enhancing law enforcement resources committed to the investigation and prosecution of violent gangs. It has had more supporters from both parties than any anti-gang bill in the last decade. S.132, “The Gang Abatement and Prevention Act of 2009” has the potential to deter and punish violent gang crime, to protect law-abiding citizens and communities from violent criminals, to revise and enhance criminal penalties for violent crimes, to expand and improve gang prevention programs; it will give jobs back to police officers such as those in San Jose who lost their jobs and will help law enforcement indentify gang crimes to be able to put murderers behind bars faster.
Several California cities recently moved forward with gang injunctions to reduce violent crime rates. Gang injunctions have become a distinct Californian approach to fight crimes since they were first introduced in the 1980s in Los Angeles. The injunctions that have been granted primarily affect impoverished, minority neighborhoods and may actually serve to further stigmatize and oppress innocent minority youth who also live in these communities. Criminal activities and gangs have mostly always been an on going problem in the United States. Gangs and gang members are frequently involved with a variety of different crimes. The 2008 National Youth Gang Survey reported that there are approximately 774,000 active gang members in the United States (Egley, Howell, & Moore, 2010). The 2008 National Youth Gang Survey also states that there are about 27,900 active gangs in the United States (Egley et al., 2010). The active gangs in California have caused a major impact on the state in many ways. According to the California Department of Justice, approximately 300,000 gang members are living in California (Crawford, 2009). California also attributes more than 25 percent of all homicides to gang activity (Crawford, 2009). This is a staggering huge amount. The rise of gang involvement and gang crime has led law enforcement to issue and enforce gang injunctions. However, these gang injunctions do not completely eliminate gang crime and they have no effect after one year of being issued. Also, gang injunctions interfere with the lives of normal people in society.
In 1988, the California legislature enacted California Penal Code section 186.22, part of the Street Terrorism and Prevention Act.( Ludeke, 2007, 12). The Steep Act provides the criteria that group must meet to constitute a gang and fall under its purview. The Act requires a group of people with a common insignia or identifier that associates with the purpose of committing predicate acts set as forth in that statute. (Ludeke,2007,12). Majority of States clarifies that a gang should consist of at least three individuals, can have either a formal or informal organizational structure, and include members who have engaged in a pattern of criminal activity (Bjerregaard, 2003, 173). Under the STEP Act , gang membership is punishable up to three years(Anderson, 2013, slide 15). The sentence enhancement is 2,3, or 4 years for a felony, 5 for a serious felony and 10 years for a violent felony(Rios & Navarro,2010,22). By the year 2000, California voters passed Proposition 21, an initiative that extended the grip of STEP’s gang enhancement by applying it to juveniles and increasing gang-related crime sentences(Rios & Navarro, 2010,22).

CNN presents the documentary, Homicide in Hollenbeck, spotlighting gang activity in the Los Angeles neighborhood of Hollenbeck. This documentary explores the subculture of gangs existing within Hollenbeck from a several perspectives. The people documented include a mother who lost both of her sons to gang violence, a priest that has tried to help rehabilitate gang members, a police officer that has worked in Hollenbeck for five years in the gang unit, and a current gang member. For a conclusion, Homicide in Hollenbeck focuses on a juvenile exposed to gang life on the cusp of decided where they want their life to lead; gangs or freedom. Problems attributed to the high rate of gang activity and number of gangs in Hollenbeck are the high poverty rate, low employment rate, and broken families that make up the majority of Hollenbeck. The crime most discussed, as per the title of the documentary, is homicide The number of gang related homicides has risen even though the criminal behavior of gangs has ultimately decreased in the neighborhood. In order to fight the overwhelming gang presence, the police believe in increasing the amount of gun power on the streets and number of jailed gang members. The priest who runs Homeboy Industries stated that he feels most gang members are just young men who can’t get out of the gang life. With more funds and opportunities, he thinks the problem could be decreased. In the end, the documentary mentions that the FBI has formed a gang center where local law enforcement agencies can share information to gain more knowledge and to better fight the presence of gangs.
This book review covers Policing Gangs in America by Charles Katz and Vincent Webb. Charles Katz has a Ph.D. in Criminal Justice, while Vincent Webb has a Ph.D. in Sociology, making both qualified to conduct and discuss research on gangs. Research for Policing Gangs in America was gathered in four cities across the American Southwest; Inglewood, California, Albuquerque, New Mexico, Las Vegas, Nevada, and Phoenix, Arizona. This review will summarize and discuss the main points of each chapter, then cover the relationship between the literature and class discussions in Introduction to Policing and finally it will note the strengths and weaknesses of book.
The presence of gang violence has been a long lasting problem in Philadelphia. Since the American Revolution, gangs have been overpopulating the streets of Philadelphia (Johnson, Muhlhausen, 2005). Most gangs in history have been of lower class members of society, and they often are immigrants into the U.S (Teen Gangs, 1996). Gangs provided lower class teens to have an opportunity to bond with other lower class teens. However over time, the original motive of being in a gang has changed. In the past, gangs used to provide an escape for teens to express themselves, let out aggression, and to socialize with their peers. It was also an opportunity for teens to control their territory and fit in (Johnson, Muhlhausen, 2005). In the past, authorities would only focus on symptoms of gang violence and not the root. A person who is convicted of a felony committed knowingly for the benefit of, at the direction of, or in affiliation with a criminal gang, with the specific intent to promote, further, or assist the activities of the criminal gang will receive an additional punishment under NRS 193.168. Note that committing a felony in furtherance of a gang is not a separate crime…instead it is an “enhancement” of the original crime carrying an extra sentence that will be added to the sentence for the underlying felony. Also note that the D.A. is required to allege in the original charging documents that the defendant acted on behalf of a gang. If the D.A. fails to do so, then it may not seek an additional “gang enhancement” penalty if the defendant gets convicted of the underlying felony. (NRS 193.168)
The documentary, “Crips and Bloods: Made in America” talks about many social concerns. In the documentary, both discrimination and economics are the main factors for the problems in Southern California. The gangs started because of discrimination. By denying people because of their skin color to join social activities such as the boy/girl scouts is what led to the formation of groups that later turned into gangs. Apart from that, hatred and threats escalated the situations that then turned the gangs into what they are today.
