Over the past 60 years there has been a recent phenomenon in the development and rise of gangs and gang violence. This is exceptionally apparent in South Central Los Angeles where the Bloods and the Crips have taken control of the social structure and created a new type of counter culture. Poverty in this area is an enormous problem caused by a shear lack of jobs; but just because there is a lack of jobs doesn’t mean that there will be a lack of bills to pay, so sometimes selling drugs in order to keep a roof over your head seems like the most logical option. Crime often times flourishes in these regions because the inconvenient truth is; crime pays. Senator Tom Hayden stated “It’s been defined as a crime problem and a gang problem but it’s really an issue of no work and dysfunctional schools.” this statement is in fact true, but with an exception it is a more broad issue than just involving school, and lack of jobs but goes beyond into social structure as a whole and more specifically the judicial system, this can all be supported by three sociologists Chambliss, Anderson, and Durkheim.
William J. Chambliss, a sociologist, wrote an article called The Saints and the Roughnecks. Chambliss discusses the Saints as a group of upper-middle class white kids who society perceived as good because of their social status’ and the fact that they were well dressed and well mannered. The roughnecks on the other hand, were not well mannered, and not- rich, who society recognized as troublemakers, even though they both act similarly. This can be connected to the Crips and the Bloods by the similar treatment the African Americans receive compared to the roughnecks. Gang violence is a complex issue with many causes consisting of; lack of jobs, dysfunctional schools, and a biased judicial system, these things have shaped and molded the social structure of this South Central society into something dark and perverse, it has given rise to violence and death, and inconvenient truth of the matter is it’s our societies fault.

Kody Scott grew up in South Central L.A. during the nineteen-sixties and seventies, soon after the creation of the Crips. Raised in poverty without a father, and a full family raised solely by his mother, Kody Scott led the stereotypical “ghetto” life, a poor and broken home. However he does not blame this on his own personal decision to join the Crips while only eleven year’s old. The allure of the respect and “glory” that “bangers” got, along with the unity of the “set”(name for the specific gang) is what drew him into the gang. Once joined, he vowed to stay in the “set” for life, and claimed that banging was his life. After many years of still believing this, he eventually realized that the thug life was no longer for him, and that gangs were a problem on society and the “Afrikan” race(page 382-383).
Gang violence is becoming a known threat in our country. Gang violence is defined as a group of people by repetitive socializing individuals or close friends with recognizable influence and inner coordination. These gangs will claim full control over a region in a community, town, or specific area which will lead to the involvement of violent crimes and unlawful behavior as a group or even by oneself. Since these gangs are increasing in size in communities, citizens of certain areas are beginning to move out or avoid going to these locations in order to avoid becoming the next victim to one of the community gangs waiting to engage in their next deviant act. These specific areas are located in communities that are at a poverty level, toxic areas, or environments where immigration is at it's highest. Law enforcement officials figure that these sorts of patterns bring out the characteristics of gang violence. It is known that an individual who wants to become a gang member must commit a violent crime in order to test their level of seriousness and faithfulness to their fellow brothers or, as they are known, "bloods". With the crime being committed by an individual, the physical features of a true gang member start to appear. Members or "brothers" are often easily recognized by their walk, tattoos, clothes, and colors of their clothes. Gangs are usually noted as groups of individuals who wear baggy jeans, long shirts, and bandana's of certain color. According to the National Gang Center, the change is gangs from 2002-2007: +12% in larger cities, +33% in suburban counties, +27% smaller cities and +24% in rural counties (National Youth Gang Center, 2009). The gang problem in the United States of America has been getting worse since the first gang was formed by Irish immigrants in the early 1800s. For low income and areas with high population, gang involvement with youths has also been getting worse. Regarding gang-related homicides, it is for difficult data collection industries to gather correct information because after a murder is committed it must be determined whether the murder is gang-related or not. But despite that, reports of gang-related murders are concentrated mostly in the large cities in the United States of America. Including San Jose, where there are long standing and persistent gang problems, which mean there are a larger number of documented gang members. There are literally thousands of anti-gang advocacy groups because there are so many concerned parents. These groups support politicians who are working to try to create legislation to reduce the gang problem in the United States of America. There are a number of theories on how to combat the gang problem, but a strategy which rarely fails is to take small steps in progress and continue to move forward.. There will never be a perfect solution that solves every aspect of a problem. But one policy that covers a wide range of issues involving gangs is the United States Constitutional bill S.132, “Gang Abatement and Prevention Act of 2009.” It is the most extensive and sophisticated piece of gang legislation to appear in the last decade, it has many objectives on increasing and enhancing law enforcement resources committed to the investigation and prosecution of violent gangs. It has had more supporters from both parties than any anti-gang bill in the last decade. S.132, “The Gang Abatement and Prevention Act of 2009” has the potential to deter and punish violent gang crime, to protect law-abiding citizens and communities from violent criminals, to revise and enhance criminal penalties for violent crimes, to expand and improve gang prevention programs; it will give jobs back to police officers such as those in San Jose who lost their jobs and will help law enforcement indentify gang crimes to be able to put murderers behind bars faster.
Several California cities recently moved forward with gang injunctions to reduce violent crime rates. Gang injunctions have become a distinct Californian approach to fight crimes since they were first introduced in the 1980s in Los Angeles. The injunctions that have been granted primarily affect impoverished, minority neighborhoods and may actually serve to further stigmatize and oppress innocent minority youth who also live in these communities. Gang involvement has been quite higher than past years. The 2008 National Youth Gang Survey estimates that about 32.4 percent of all cities, suburban areas, towns, and rural counties had a gang problem (Egley et al., 2010). This represented a 15 percent increase from the year 2002. The total number of gangs has also increased by 28 percent and total gang members have increased by 6 percent (Egley et al., 2010). In the 1920’s there was a study conducted by Fredric M. Thrasher. Thrasher studied 1,313 gangs in Chicago and revealed the issue of gangs. He considered the poor in poverty as the area increasing in gangs. This area was known as the “zone in transition” and was referred as in his studies. Thrasher has many law reinforcement and social workers helping him bring a stop to this madness. According to Thrashers studies “Important variables such as the age of gang members or the organizational features of the gangs were not related in a straightforward way to differences in the behavior of gangs” (Cummings 6). Thrasher has analyzed these gangs in many ways to the extent or romantic life in gangs. He helped us distinguish the difference in stereotype gangs and then the actual facts involving them.
There were groups such as the Black Panthers, and the US Organization, which were known to have been rivals due to false rumors that had been spread by the government and the media. Black Panthers were known to have offered a more reliable source of protection during this time than the police did for African Americans. Sloan interviews current and former gang members from a variety of gangs spread throughout Los Angeles. He gives us a different perspective on where gangs came from and why they formed. Although they were originally formed to protect African Americans, they have strayed far from where they started.
The Bloods and the Crips are the two well-known gang families that started in the 1940’s in Los Angeles as a defense approach by the blacks against the whites (Dorais, Corriveau, 2009, p 8). CNN presents the documentary, Homicide in Hollenbeck, spotlighting gang activity in the Los Angeles neighborhood of Hollenbeck. This documentary explores the subculture of gangs existing within Hollenbeck from a several perspectives. The people documented include a mother who lost both of her sons to gang violence, a priest that has tried to help rehabilitate gang members, a police officer that has worked in Hollenbeck for five years in the gang unit, and a current gang member. For a conclusion, Homicide in Hollenbeck focuses on a juvenile exposed to gang life on the cusp of decided where they want their life to lead; gangs or freedom. Problems attributed to the high rate of gang activity and number of gangs in Hollenbeck are the high poverty rate, low employment rate, and broken families that make up the majority of Hollenbeck. The crime most discussed, as per the title of the documentary, is homicide The number of gang related homicides has risen even though the criminal behavior of gangs has ultimately decreased in the neighborhood. In order to fight the overwhelming gang presence, the police believe in increasing the amount of gun power on the streets and number of jailed gang members. The priest who runs Homeboy Industries stated that he feels most gang members are just young men who can’t get out of the gang life. With more funds and opportunities, he thinks the problem could be decreased. In the end, the documentary mentions that the FBI has formed a gang center where local law enforcement agencies can share information to gain more knowledge and to better fight the presence of gangs.
This book review covers Policing Gangs in America by Charles Katz and Vincent Webb. Charles Katz has a Ph.D. in Criminal Justice, while Vincent Webb has a Ph.D. in Sociology, making both qualified to conduct and discuss research on gangs. Research for Policing Gangs in America was gathered in four cities across the American Southwest; Inglewood, California, Albuquerque, New Mexico, Las Vegas, Nevada, and Phoenix, Arizona. This review will summarize and discuss the main points of each chapter, then cover the relationship between the literature and class discussions in Introduction to Policing and finally it will note the strengths and weaknesses of book.
Did you know gang's first started off as a way to help stop police brutality? Some gang members are “jumped in” or have to prove their loyalty by committing criminal acts. In the 1960s many gang organizations joined the Black Panthers. The Black Panthers wanted blacks to control businesses, education, employment, and the media in their area instead of having these businesses controlled by white people. They wanted to act as a community army so they can stop police brutality and racism. The leader of this important organization was Bunchy Carter. The documentary, “Crips and Bloods: Made in America” talks about many social concerns. In the documentary, both discrimination and economics are the main factors for the problems in Southern California. The gangs started because of discrimination. By denying people because of their skin color to join social activities such as the boy/girl scouts is what led to the formation of groups that later turned into gangs. Apart from that, hatred and threats escalated the situations that then turned the gangs into what they are today. According to the documentary, because of the gang rivalry there exists an invisible line that separates the territories of both the Crips and the Bloods. Not only is that the only factor, but also
“Live by the streets, die by the streets.” This is a gangster’s code of conduct. Gang members are murdered or savagely beaten for not following this code of conduct. So, what choice does a gang member have: end up in jail or end up dead? Of course, not everyone who goes to jail is a gang member. But, the majority of those in jail grew up suffering the same hardships. So, what type of hardships normally breed criminals? According to the Bureau of Census, the majority of jail inmates are one or more of the following: male, Caucasian or African American, under 35 years old, and/or lower class (Clear, 2015, p. 165-166). This mix of socioeconomic status, environment, and race are usually found within certain neighborhoods across the United States. These neighborhoods suffer from social disorganization. Social disorganization is when members of a neighborhood, or community, find it impossible to solve the community problems at hand (Chambers, 2000). Factors within these communities become a cycle that becomes increasingly more difficult to break. Factors, such as low socioeconomic status, residential mobility, and heterogeneity, in addition to the social disorganization, produce criminals.
