k 1.2 Taking account of the CDM regulations, outline the roles and responsibilities of each of the persons involved in ensuring that all health, safety and welfare obligations are met on this construction project.
Main Contractor:
McLaughlin & Harvey :
This is the main contractor for the project of the new omagh hospital and they have many roles and responsibilities such as:
• Must make sure that there is a high level of co-operation between all of the contractors on a site.
• That only authorised personnel are allowed on to a site and if not they must possess a CSR card and appropriate PPE.
• That all relevant Health & Safety information is passed on to the Planning Supervisor.

Responsibilities include:
• Ensuring all their workers is wearing PPE.
• Keeping the site clean and reducing risk.
• Maintaining machinery to an acceptable standard.
• All workers under oak leaf must complete the health and safety induction each morning before work takes place.
• Ensure appropriately acclaimed scaffolding companies are employed to erect the scaffolding.

HSE : the HSE are an organisation that enforces certain legislative factors to ensure the safety of the workers on the site at all times. These factors and responsibilities of enforcing them include.
• Ensuring hygiene and anti-bacterial procedures are in place to prevent sickness spreading throughout the work place.
• Ensure there are suitable procedures in place for all accidents and incidents.
• Keeping up to date inspections on the health and safety within the site.
• Ensuring all the employers receive a copy of the regulations that apply to them within the site.

Employees: will be in charge of their own actions on site. These actions must meet the following requirements:
• They must abide by the rules set by the main contractor. E.g. always wearing PPE.
• They must be qualified in their trade or must be licensed to operate machinery if they wish to use it.
• They must report any health and safety hazards to the site manager. E.G. a frayed wire in a kango.
• Must do the induction video each morning before entering work.
Local authority: will be in charge of ensuring the surrounding area is not being disturbed and more importantly are safe around the construction site. They will enforce things such as:
• Ensure the noise levels are not too much and ensure that there are allocated time when noise levels are high.
• Ensure roads in the surrounding area are cleaned and not dirty or obstructed due to the construction workers.
• Ensure there is an access for an ambulance onto the site in case of an emergency.

Planning supervisor: will be in charge of ensuring employees are aware of their duties and will also make sure all health and safety paperwork is signed and complete. These procedures include:
