According to the American Society for the Prevention of Cruelty to Animals, 7.6 million companion pets enter animal shelters across the United States each year, nearly evenly disrupted between dogs and cats . These animals are abandoned for reasons including families no longer being able to care for them (sickness/death of an owner), to families not wanting them (the novelty wearing of the animal wearing off), to the animals being born into puppy mills to finally animals that are loved being lost from their owners. These animals do not understand what is happening to them and rely on the kindness of humans to provide for them in shelters until their forever home can be found. With the ultimate goal of an animal shelter is to find loving homes for animals in need of adoption or help lost animals reunite with their owners, happy endings are not always the case for animals. With plumbing, electrical and structural problems the atmosphere of the current shelter adds unneeded stress to animals as they try to deal with the uncertainty of shelter life. The location of Hi Tor in the Northern section of the county limits foot traffic past the shelter, the shelter is next to a minor league baseball stadium and the police and fire training center. Being located next to a baseball stadium, in a building that is unsound adds additional stress to these animals as they sit through hot summer nights with the sound of fireworks going off over their head. July 4th historically has the highest number of pet runaways, due to the animals being scared of the loud noises. Which is why a animal shelter next to a stadium that releases fireworks nearly every weekend in the summer is not conducive to the safety of these vulnerable animals, some who are in the shelter because they ran away because of
