In addition, FY 2011-2015 Strategic Plan stated different crosscutting fundamental strategies that enhance the way EPA pursue its goals. Some of the crosscutting fundamental strategies are expanding the conversation on environmentalism, working for environmental justice and children’s health, advancing science, research, and technological innovation (EPA Strategic Plan, 2010). Assembly Bill 32 (AB 32) and Senate Bill 375 (SB 375) are the two key public policy components that identify planning and development efforts to GHG emission reduction. Both are part of the goals that EPA is aiming to achieve by the year 2020. AB 32 is the Global Warming Solutions Act of 2006, which is an environmental law, passed in California to reduce GHG emissions by the year 2020 to the levels of 1990. Also, following the Great Recession of 2008, business enterprises are trapped between abundant opportunities and government regulatory requirements of climate change. The goal of EPA is to ascertain a balance between these such that environmental sustainability can be attained. Businesses in partnership with EPA and financial institutes, can lead the way forward. The synergy between public and private interests on the issue of climate change and sustainable environment can lead into a brighter future for generations to come. However, the role of the public sector in sustaining climate change has been proven in many countries to have the most effect (Ndamba, 2012). With forward movement in society, it is important to consider not just what will propel most toward success, but also what will help to sustain the environment along the way. What may have been considered appropriate decades ago, may no longer be socially acceptable due to the changes observed in both the business world and the environment (Fiske, 2010). Therefore, it is important for organizations thriving in today?s economy to consider how they may capitalize most effectively from their product or service of choice while minimizing or eliminating any damages along the way (Knoke, 2012).

Most, if not all, affects their day to day lives (EPA). In addressing this problem, the plans and programs of the government will play a very important role. Considering that the United States is one of the most powerful countries in the world, the US President should address and work on solutions regarding these environmental issues. In an interview with Barack Obama in 2008, he mentioned that, “The U.S. is the world’s largest economy and the largest single source of the world’s greenhouse-gas emissions, so it is our responsibility to take the first step”
This case focuses on corporate obstacles to pollution prevention. Pollution prevention can complex especially for large corporations. There are many different forms of pollution prevention including emissions control devices and incremental changes in existing technology. The author reviews the impact of emissions controlled devices, however the focus of the case study is on incremental changes in existing technology. Incremental changes include substituting one or two steps in a production process or relationship changes between production steps. One example of incremental changes that was provided by the author was eliminating chlorofluorocarbons and saving energy by replacing a refrigeration process with a heath exchanger that can exploit waste cooling from another part of the process. There are three critical decision-making stages for incremental changes; identifying a pollution prevention opportunity, finding a solution appropriate to that opportunity, and implementing that solution. The author discusses the three aspects of an organization (culture, ability to process information, and its politics) and how they impact the decision-making stages.

Our Congress created the National Environmental Policy Act (NEPA) in 1969 in order to establish an environmental foundation for mankind. This policy endorses harmony between humans and the vast ecosystems surrounding them. To obtain this goal and provide our future with resources as well, NEPA is separated into two titles. The first title declares the policy in detail while the second title focuses on the Council on Environmental Quality. The CEQ oversees the effectiveness of current methods, the reactions of the environment to those methods, and implements revisions as necessary.
Since 1997 after the first agreement in Kyoto, nations have taken very limited steps to reducing greenhouse gas emission.
