Introduction
In the public eye, police represents strong, positive and friendly. However, a rare incident happened in 2006 causing death of two police officers had aroused public attention. On one hand, it was shocked to find out that the murderer was also a police. On the other hand, this murderer was found involved in other three incidents happened from 2001 to 2006.
According to news report, the first incident happened on 14th March, 2001. Tsui Po Ko murdered Constable Leung Shing Yan and stole his fully loaded Smith & Wesson Model 10 revolver, and one extra clip of six bullets. Leung died of five times shooting in short range. He was found at the fire door in 552 Shek To House Block B in Shek Wai Kok Estate (Tsang & Chow, 2007).
The second incident happened on 5th December 2001, Tsui masked and carried out an armed bank robbery of a Hang Seng Bank branch at Belvedere Garden in Tsuen Wan. In this incident, Tsui killed a Pakistani security guard Zafar Iqbal Khan by three shoots and stole HK$500,000 (Tsui, 2007).
The last incident happened on 17th March, 2006. On that day, Tsui was off duty and tied to ambushed two police officers in a Tsim Sha Tsui underground subway. Constable Sin Ka Keung was shot in face and leg, but survived. Unfortunately, Constable Tsang Kwok Hang was shot in the head and died. And Tsui himself was dead after being shot by Tsang for five times. (Tsui, 2007)
On 25th April, 2007, Tsui was decided that he was responsible for killing Constable Leung Shing Yan, security guard Zafar Iqbal Khan and Constable Tsang Kwok Hang unanimously by a five person jury. He was also shot lawfully by Tsang (Tsang & Chow, 2007).

Tsui was not intended to kill anyone at first, so he felt great guilty. He tried to use different reasons to rationalize his action. According to Neutralization Theory, people give excuses and justification in order to rationalize one’s criminal behaviours. (Sykes & Matza, 1957). In this case, Tsui denied his responsibility by blaming Hong Kong Police Force for not appreciating his ability and forced him to do so. Besides, he denied the existence of victims and thought that the bank, with a lot of money, deserved this lost of money. On the other hand, he also thought that the security guard deserved his death because he was the obstacle for Tsui to perform his robbery.
