More often than not we hear stories, people solely blaming the government as to why they are in the situation that they are in now. However, that shouldn't be the case, every state moves progressively not just because of the capacity of the government to efficiently work, but also the cooperation among the ones who are being governed and the ones who are governing. It is important to consider the willingness of the constituencies in working cooperatively with the government. Because if there's no unity among the said parties then it would be hard for the government to stipulate their functions efficiently. Both supporters and opponents of the plan are concerned with the political instability produced by rival factions. The state governments have not succeeded in solving this problem; in fact the situation is so problematic that people are disillusioned with all politicians and blame government for their problems. Consequently, a form of popular government that can deal successfully with this problem has a great deal to recommend it.
As a representative of the Algo ethnic group, I want to say that our people would like the new state to introduce a parliamentary system of governence. Parliamentarism is a system of government in which the head of government is elected by and accountable to a parliament or legislature. One could rightfully ask: What is our reasoning for desiring this? We think it is justified because in presidential systems the populace at large votes for a chief executive, who is the President, in a nation-wide election. This is revenant as the Algo comprises the minority of the population of the Republic of Jarth, which consists of only 1.1 million representatives in the whole state, compared to that of 2.9 million Randies, 3.8 million Dorfas and 2.2 million Takas living in the Republic of Jarth. One can reasonably assume that the outcome will most likely be that the cumulation of the majority’s vote will hinder the representation (in numbers) of the members of the minority in office. Subsequently, the Algo will have to live under the control of a leader from another ethnic group again, which the Algo members tremble at the thought of because we are proud of their ethnicity and do not wished to be shamed for it. On the other hand, in parliamentarism, the first step is an election of members of parliament, which are the political parties. Greater levels of congruence between government and voters results in not only a democratic government, but also reflects the idea that voting is a meaningful process driven by voters as opposed to a random unknown outcome (POLI 463, Lecture 4). Congruence affects voting patterns, as citizens will seek to feel represented by their government and will adjust their voting patterns based on this. Moreover, performance of a democracy is affected, as government is held accountable in remaining congruent with the general public.

Contrary to popular belief, a minority government does not necessarily hinder a governing party. When practiced correctly, a minority government can be an improvement on single-party majority. Instead of one party controlling government, minority governments allow for multi-party governance, which promotes compromise between political parties. On the whole, minority government decreases stability and requires continuous cooperation with opposition parties. Although faced with many challenges, there are several beneficial aspects to a minority government. This paper will argue that a minority government does not hinder a governing party, and in fact can be beneficial in numerous ways. Most importantly a minority government allows the Prime Minister to maintain a range of important resources which allow for an effective government, minority governments deliver a more open and inclusive decision making process, and a minority government guarantees the confidence of the House for a certain amount of time.

Frank J. Goodnow’s “Politics and Administration,” infers that politics and administration cannot be divided and are in need of each other to function. However, politics are superior to administration. Goodnow’s further analyzes and identifies three forms of authorities that enforce and implements states will. The first responsibility of authority is to respect the right of the people when conflicts ascend between either private or public matters. The second is judicial authorities also referred to as executive authorities that ensure the needs and policies of the state are executed. The third authority also referred to as “administrative authorities,” focuses on the mechanical, scientific and business authorities pertaining to the government.

This ensures that everyone in the masses will be represented politically as long as there are people willing to vote a party that represents their concerns, unlike a one-party state. However, a multi-party state is not advantageous for developing states, as young political parties are not mature enough to set aside their differences for their common goal of economic and social progress. There is constant in-fighting among the political parties, causing them to lose sight of the overall goal. This leads to stagnation and an impasse in the policy-making process, contributing to political decay. Even the most established democratic governments are not exempt from the above, as seen from the US government shut-down in 2013 due to disagreements between the two major political parties (Yan, 2013). Another example is when Indonesia just achieved independence and a multi-party system was implemented, with numerous parties representing different groups in society. This resulted in conflicting interests, incompetent and corrupt administration, while hyperinflation wrecked the economy (Girling, 1997). In contrast, a one-party state is able to make unified, quick decisions. Young democracies are more unstable, and any delay in policy-making could cause great detriment to national development. Recent political infighting in Somalia could lead to the collapse of the government, and this stalemate in governance has caused a rise in militant and terrorist groups such as Al-Shabaab and corruption, as well as a decrease in both local and international confidence in the Somalia government (“The Consequences of Political Infighting,” 2013).
