The term business model has been applied to situations where is a strategic management and entrepreneurial tool, it relate to the firms about how is going to make profit, and how to deal with internal player and external players by use appropriate model (Papazouglou and Ribbers, 2006, p. 662). It helps manager to growth the business and enhances a great profit by choosing different business models. By reading from the case study of Mercy Corps and Kebal Healthy Food Carts, there have several business models which were best suitable for the specific business. Such as the partnership, franchises, two-layer model and three-layer model. Mercy Corps is a global non-government organisation on U.S. which has 30-year experiment on alleviates suffering, poverty, and oppression by helping people builds secure, productive, and just communities. They designed a KeBal pilot program to help and solving the problem on malnutrition in children less than five years old in Jakarta (Carlisle and Lin et al., 2010, pp. 1-16). First of all, the KeBal pilot program had experimented with a number of business models. According to the case study, one of the best business models which make a factor quick growth and expand is the partnership model. Partnership model can be loosely described as there are more than one owner to finance an operate business (Campbell and Edgar et al., 2011). In this position partnership combine different people ability and knowledge to contribute more funds and greater capacity. Moreover, partnership brings benefit on cost-effective as each partner specializes in certain aspects of their business. Entrepreneur should consider carefully on the business situation and direction of development then choose the best suitable model for the firm to enhance the competition also cause quick expansion in short time period. Last, the recommend model for KeBal business in North Liverpool is the three-layer model. Due to the clear level of structure provide effective benefits for KeBal fast extend.

I see two options. One, state officials will end the coverage all together and pull the plug. Two, continue to allow the program to run with the use of state tax dollars.
