In year 2016, Brunei Darussalam aim to be ranked at the top 30 countries globally and the top 5 in Asia in the UN e-Government assessment survey. Brunei uses UN e-Government survey as a benchmark to measure its e-government development. Today, it is with great pleasure to announce that Brunei aspiration in achieving this goal is now a reality.
UN e-government survey is conducted by the Division for Public Administration and Development Management. The survey report is released every 2 years to compare the e-government progress made by 193 member states of the United Nations. There are 4 key main index used to measure the e-government progress namely the e-participation; online services; infrastructure telecommunication and human capital index. It was acknowledged that the key component that required more efforts and collaborative commitment is in providing the online services.
Let’s share the experiences of Brunei e-government journey and the challenges faced during its implementation. The journey of e-Government started back in 1997 where a national IT strategic planning framework was formulated and the first National IT Strategic Plan took off in year 2000. The National Strategic IT Plan, IT 2000 and Beyond aims to promote effective application of IT in the public and private sectors, improving the level of IT literacy and ensuring enough supply of IT skilled manpower to enable growth. The e-Government initiatives were taken up by the government of His Majesty to improve the efficiency and effectiveness of its services. ... of the ways services are delivered to the citizen. BNice project is one of the project that contributed to the tremendous improvement in the Brunei ranking in the UN e-Government assessment survey.
As a conclusion, it is found that the main challenges in implementing the e-government projects are mostly related to people issues and those related to organizational and culture rather than technology. The ability to change the people mind-set and consequently behaviours is a key success factor. By having a clear and shared vision and also collaborative top leadership commitment to enable and manage the strategic change, any challenges related to people issues can be addressed accordingly. The ability to change the way of thinking and continuously streamline the government process will result in better service delivery and also making the citizen happy and satisfied.

He is also a contributor to Foreign Policy, where he discusses current political events worldwide. He was appointed adjunct assistant professor at Georgetown university which is ranked #6 internationally and is an extremely well respected university in Washington DC.
By executing my earlier proposal on the “text” Inception, a science fiction thriller by Christopher Nolan, I was able to delve deeper into the actual proposal. Inception argues how the mind can be influenced and changed with the smallest thing. The movie as a whole rests on the idea of invading dreams and the mind, hence the name, Inception. The text argues that implanting an idea into someone's mind is the greatest power, since they will believe they generated the idea themselves and act on it. This takes place within both reality and in dreams of the person the “inception” group wishes to invade. A charcoal drawing was created in order to try and represent and argue the idea of Inception.
This paper will focus on a modern worldview that uses theories and other ideas presented by the great minds of the past. I will seek to explain why some philosopher’s ideas have become engrained in our thoughts without us even realizing they exist. My goal is to invert the title of this class, A Brief History of Imagination, by using imagination to explain why many historical events occurred.

The introduction of the Internet as an additional mass communication media has created new alternatives for information transmission. The ensuing popularity of the Internet has created many challenges that the public sector must deal with. Estimates in 1999 found that there are approximately 171 million Internet users worldwide (Group Computing, Jan/Feb 2000, p. 56). Change in the societal environment has made the Internet an integral part of the American economy.
The human imagination is a very powerful thing. It sets humanity apart from the rest of the creatures that roam the planet by giving them the ability to make creative choices. The imaginary world is unavoidably intertwined with the real world and there are many ways by which to illustrate this through literature, either realistically or exaggerated. Almost everything people surround themselves with is based on the unreal. Everything from the food we eat to the books we read had to have been thought of by someone and their imagination. The imagination empowers humans.^1 It allows people to speculate or to see into the future. It allows artists to create, inventors to invent, and even scientists and mathematicians to solve problems. J.R. Tolken wrote “Lord of the Rings” by sitting in his backyard and imagining everything coming to life.^2 He thought about all the “what if” possibilities. But this method of storytelling can be used in much more subtle and/or sophisticated ways than in science fiction or fantasy novels. Through such works as the short story Dreams and the novel “Headhunter” by Timothy Findley, the film “the Matrix”, and the short story the Telltale Heart by Edgar Allan Poe, one can see how a writer can use the concept of the imaginary invading reality to write their story.
They have this so called LGPMS (Local Governance Performance Management System), a tool wherein all LGU’S have to submit their respective performance reports that states of local development and financial reports, based on this the DILG can give and conduct possible solutions for the encountered problems based on the reports they have submitted to the agency, because local governments are key pillars in the realization of the societal outcome in which they believed on to be accountable, transparent, participative and be an effective local government units. The DILG, tried to involved the people and give opportunity to take part and decide on the projects that addresses their concern, needs and make CSC’s, NGO’s, and other offices to be active partners in Local Government reforms and in the rest for good governance. The D&M IS Success Model was created having the desire to understand the impacts of IS. This study was a follow-up to the previous model in 1992 which was used as the framework and model for assessing the complex dependent variable in IS research. Three components were identified in the process models; “creation of the system, use of the system and the consequences of the system use, (DeLone & McLean, 2003). The article serves to outline the authors’ beliefs that “the measurement of IS success or effectiveness is critical to our understanding of the value and efficacy of IS management actions and IS investments” (DeLone & McLean, 2003). The primary purpose was to update the original D&M IS Success Model as well as to assess its effectiveness due to the rapid changes in the practice of IS. Emphasis was placed on research efforts in order to propose enhancements to the original model. It also served to discuss the utility of the updated model in particular to measure the growth of e-commerce and make suggestions on how to measure IS success presently and in the future.
Our minds as humans are very complex. Our brains are unique and have functions like helping us create memories and use our imaginations. Our imagination allows us to think of alternative endings for situations ultimately making them better or worse. When we expand our thoughts we sometimes change situations to the point where our mind overexaggerates what we were imagining. By addressing societal needs and developing solutions consistent with the public interest, governments will need to build collaborative relationships with citizens and groups of citizens; encourage shared responsibilities; disseminate information to elevate public discourse and to foster a shared understanding of public issues while seeking opportunities to involve citizens in government activities. The potential of new technologies for opening government information to public access and scrutiny has gained considerable momentum with the advent of the new transparency agenda and the increasing sophistication and prevalence of digital governance. Technological innovations designed to increase transparency and accountability offer the potential to bring citizens closer to the policymaking process through new and improved channels of participation as well as citizen monitoring of government (CITE). The legal approach focuses on the three interrelated sources: administrative law, judicial and constitutional law. There are established adversary procedures, and protocols to safeguard individual substantive rights and the competence of the authorities entrusted to enforce the law and their reasonable knowledge of constitutional law.
