STRATEGIES:
YDI Head Start/Early Head Start programs maintain collaborative relationships with community agencies. Guest Speakers are invited to present and/ or train during parent committee monthly meetings on areas requested by parents. Training is also offered at the centers on financial literacy, and parenting education. The family services specialists & staff participate on community fairs to increase relationships with other agencies that support families’ interests and needs. Parent lounges or meeting places are established at some centers to create and maintain an environment that offers parents, families and community members a warm, inviting, culturally respectful, safe and healthy place to meet. Some of the parent lounges have books for parents to increase their knowledge in literacy development: for example GED.
Parents and children are encouraged to visit the public library to get a library card and check out books, and/ or go on field trips to the Local Library. My first observation was at Head Start. I talked to Tracey Claflin about some of the principles they use in their program and how they use them. I wasn’t able to observe the children directly because my TB skin test results came up positive. Tracey explained to me that because my results were positive I couldn’t meet children or be in the same room as the children. Due to this, I had to make some arrangements to instead speak with Tracey about some principles she has seen and that they follow. I met with her for an hour discussing the principles and how they were used in the Head Start program. One of the principles she said was highly important for Head Start was principle number 2. She explained that when there is enough time and opportunities to spend time with a child individually the caregiver puts full attention on one child. She explained that they like to focus attention on a child throughout the day so that the child doesn’t feel left out. She says that alone time for a child with a caregiver is usually tummy time. They allow the infants and toddlers to roll around and look at the carpet designs. Tracey explained to me how they asses each child through this quality time that the caregiver and the child have alone. This quality time the caregiver has with the child is important,

Public agencies, such as the National Center for Family Literacy, and private foundations, such as the Barbara Bush Foundation for Family Literacy, have shown their support of the family as a primary place of learning by funding programs that provide training and assistance to families for the promotion of literacy. The newsletter is set out to be given out from the beginning of the school year to set goals for the classroom and have the parents be informed. A planned curriculum that sets goals for children’s learning & development plays a huge role on the quality of early childhood settings (Best Start Expert Panel, 2007). The newsletter is a way to set the pace for the classroom and have families be on the same page in terms of what is happening for the rest of the school year. By giving the newsletter out in the beginning, families know what to do and how they can integrate the literacy learning program at home. In addition to the first newsletter, there will be monthly newsletters sent home to parents to keep them updated and informed on what is going on inside the classroom. There are head start programs that are geared to give children a foot in the right direction in order to be ready for preschool or kindergarten. The right kind of childcare can be a wonderful opportunity to promote the profound learning children experience from birth through age five (Selecting Child Care, 2002). When selecting childcare for your child, the Foundation of Early Learning has offered some tips that they believe will be helpful in the process. The foundation says that parents have always known that a good early experience is important for their child.
Half the children in this country live in homes in which one or both parents work. Twelve million children in this country do not have health insurance, and over 4.5% of all children are victims of suspected child abuse or neglect (Doktor and Poertner). Believe it or not, these are all indicators of the demand for Family Resource Centers within our school systems. Many question whether Family Resource Centers are worth the money the state pours into them. However, in serving students, parents and teachers, there should be no question of their significance. Due to The Kentucky Education Reform Act in the early 1990's we have seen the development of Family Resource Centers in Kentucky, and they are fulfilling expectations and serve a valuable purpose in spite of some skepticism. Being a social work major and growing up in a school system under KERA, I know that family resource centers are important and that all parents, students and teachers need to be informed of all the good they do for a community. To address these points we will discuss the purpose of family resource centers the controversy that surround them and their effectiveness.
One major reason family support is recognized is for the numerous and effective support it provides to individual and their families. Also, it contributes to the development and well-being of children, their parents and/or caregivers and the general community. Family support has grown from an individual perspective to family perspectives in providing services. The FRP provided twelve guidelines for providing accurate and effective services to clients and their families that will encourage inclusiveness in all areas. These guiding principles are recognized and practice daily in the programs provided by the Jane and Finch community and family center.

As data and research have shown schools with higher levels of parental partnerships have higher achievement levels normally due to academic expectations are effectively communicated by home and school. Please note that the implementation of the communication piece will allow teachers to directly contact his/her Spanish speaking parents directly fostering a supportive relationship which decreases the tension of a major language barrier and the parent will have a better opportunity to practice English in a safe environment.
