As many scholars before him and many after him, Woodrow Wilson was a reformist, in that, he endeavored to change the way the government operated (Buck, Cox, Morgan, p. 5). He demanded the efficient operation of the government. He was actually one of the first politicians who specifically asked for efficiency. It was during the Progressive Era, a time of major change. Developments in trade and working conflicts were on the rise as well as the demand for services provided by government. All of this change happening so quickly also jumpstarted an increase in corruption and a continuing loss of values among the people. The spoils system, introduced by President Andrew Jackson, was prevalent. Per the spoils system, party loyalists were given administrative jobs regardless of qualifications or training. This combination of things prompted Wilson to question the development of the government in terms of handling these changes so as to maximize efficiency and utilization of resources. He analyzed the then current power regime, found them lacking in skill and corruptible, and offered suggestions to better the system and prevent future corruption. In response to the spoils system, Wilson demanded that there be a separation of politics and administration which he hoped would liken the government to corporations. With ‘The Study of Administration’ (1887), Wilson supplied the first published essay on public administration and established himself as a foremost authority in this field. In this essay, Wilson publicly launched the idea of government as administration. In some ways, Wilson blamed democracy for the rampant decline of government going on at the time. He says, “We have enthroned public opinion; and it is forbidden us to hope during it... ... middle of paper ... ...e toward serving as opposed to profits. It served hundreds of millions of people with strict ideals of what they’d like from their government in return for their payment of taxes. The government was held accountable like no other business has ever been or will be. He held that the separation of politics and administration was impossible. He argued that civil servants could not just implement policy. The very process of government was employee-oriented. Society was changing rapidly during this time. Governmental changes and expansions had occurred during the Great Depression and World War II (Svara, p. 47). Modern ideas sometimes rendered current laws useless thus, the very concept of government needed to change to keep up. Civil servants, too, needed to keep up and become agents of change when needed. Waldo argued that efficiency was not an ideal but only a service.
Throughout his presidency, Andrew Jackson was regarded as both a tyrant (Document E) as well a democratic rembrandt. However, by the conclusion of his rule, Andrew Jackson’s America had emerged as a pseudo democracy, strongly supported and advocated for, but falling short and ultimately failing. The drastic reforms during the Age of Jackson brought about radical changes to the young nation that would be felt throughout the country and would set the foundation for politics today. President Andrew Jackson reformed the American voting system, made significant moves against the National Bank, sparked the beginning of democratic reform movements, and most importantly gave the Common Man a voice in the government. These democratic initiatives, however, were not seen everywhere as America was slowly divided by differing views on contentious topics and individualistic ideals. The Wilson administration sought to accomplish this daunting task in two concomitant and interdependent fashions. First, it undertook an unprecedented assumption of federal control and regulation. The federal government established an array of bureaus and agencies endowed with sweeping powers to regulate the nation’s economy and industrial production. Furthermore, it passed a series of laws designed to support these agencies and to stifle what it deemed subversive antiwar opinion and activity. Second, and of equal importance, the administration appealed to the public’s patriotism and sense of civic responsibility, effectively encouraging volunteerism in both the public and private sectors.
Appeal can go a long way in shaping the century. A thing that Wilson was good at was not actually saying he is in control but instead, stating his opinions as facts, thus subtly establishing himself as the authority in that single moment (Wilson). Wilson presented that he was capable of showing and understanding emotions and emotional appeals as he unleashed unrelenting barrage of well worded, powerful, touching emotional appeals to draw Congress in and to lean them towards his opinions (Wilson). One of my own personal favorite phrases like “Laws of humanity” describes the atrocities committed by the German commanders (Wilson). Using his appeals Wilson lead Congress to think about and envision a family, possibly their own, enjoying the company of one another, then tragedy strikes when they hear and see giant explosions near them. Wilsons speech was not really the most effective at accomplishing the goals set fourth but it does show how idealistic the future could really end up
After nearly a decade of optimism and prosperity, the United States took a turn for the worse on October 29, 1929 the day the stock market crashed, better known as Black Tuesday and the official beginning of the Great Depression. The downfall of the economy during the presidency of Herbert Hoover led to much comparison when his successor, Franklin D. Roosevelt, took office. Although both presidents had their share of negative feedback, it is evident that Hoover’s inaction towards the crises and Roosevelt’s later eccentric methods to simulate the economy would place FDR in the positive limelight of fixing the nation in one of its worst times.

Link’s book was published in 1979 and was written based upon privet manuscript collections, government archives from the U.S, Brittan, France and Germany, as well as newspapers. Link also reaches from monographs, biographies, and articles from numerous colleagues. (Link.pg 129) Each of these sources are solid and reliable sources, and were well used to put together a book packed with information on Woodrow Wilson’s life. Link uses many firsthand accounts from Wilson himself, but seems almost suspicious of accounts that were not presented first hand. Though Link is extremely selective in what he chose to present, the book clearly presents these facts, but has a very bias opinion of Wilson as discussed earlier. Link’s evidence, though selective, fits nicely in the monograph and makes the aspects of Wilson that he does cover clear and easy to read

The political parties were broad organizations, spanning from local to national politics and hopefully fostering some sort of interconnectivity. Wilson acknowledged the danger and rigidity of a two-party system, but also realized that parties would balance a government's tendency to accumulate excessive amounts of power. The individual was able to engage himself in politics, but the functionality of the Federal Government was never impeded upon. Somehow, Wilson had nearly resolved the differences that had been plaguing American politics for the preceding century. He was the first president to recognize that he possessed two responsibilities as a party leader and policy-maker and that is why his system was so admirable, enduring and emulated.

Democracy in the United States became prominent in the early to mid 19th century. Andrew Jackson, the 7th president of the United States, was inaugurated in 1829 and was best known as the person who mainstreamed democracy in America. Because he came from a humble background, he was the “genuine common man.” (Foner, pg. 303) He claimed he recognized the needs of the people and spoke on behalf of the majority [farmers, laborers]. However, critics of Jackson and democracy called him “King Andrew I” because of his apparent abuse of presidential power [vetoing]. These critics believed he favored the majority so much that it violated the U.S. constitution, and they stated he was straying too far away from the plan originally set for the United States. Because of the extreme shift of power to the majority, the limiting of rights of the few [merchants, industrialists] and the abuse of power under Jackson’s democracy, the foundational documents set in the constitution was violated, and the work of the preceding presidents were all but lost.
James A. Garfield was an outstanding man of many endeavors who went from driving boats down the canal to become a general of the union army to the twentieth president of the United States of America (The American Heritage Book of the Presidents and Famous Americans). James A. Garfield was against slavery and had great plans for reconstruction, but sadly they were cut short. His term only lasted in the first year, as Garfield was shot by an office seeker and died many months later (The American Heritage Book of the Presidents and Famous Americans).

Public administration formally became a recognized academic and professional field in the late 19th century. Many public administration scholars contend that the start of public administration becoming a field of study was the 1887 Political Science Quarterly article “The Study of Administration” by a young Woodrow Wilson. (Shafritz, Russell, & Borick, 2011, pg. 28) Woodrow Wilson was classified as being a member of the Progressive Movement. The Progressives were a varied group of politicians, academics, advocates and activists who sought to abolish what they saw as the corrupt practices of the patronage system and to reform the new industrialized society that America had become. They objected to the pervasive corruption of government and sought to do away with the political machines that had become the standard of the time.
Woodrow Wilson established the theory of the politics-administration dichotomy. His argument was that there should be separation between politics and public administration. He did not want administrationto beinfluenced by political interest instead of operating in the interest of the people in a country.
Politics-Administration Dichotomy essentially has a two part meaning; there are two functions of government for this idea, as the name implies politics, and administration. The argument about the dichotomy between politics and public administration has been around for several years with no overall consensus on why they should be distinct from one another. Looking critically at both sides of the idea, there are ways to demonstrate an accurate presentation of the administrative agencies working and there are also ways they have proved to be inaccurate. There are just as many downfalls to a politicized bureaucracy. There will be more benefits to the politics-administration dichotomy view with the concept put in place by Woodrow Wilson. He simply promotes a clear distinction between politics and administration and supports the idea that they are interdependent of one another, and they require one another for the appropriate balance between democracy and efficiency. The idea of Wilson’s concept will allow agencies to gain the most efficiency through interdependence of politics-administration.
Woodrow Wilson’s purpose in writing “The Study of Administration” is to bring awareness that the government systems in place need to be re-evaluated and improved. Wilson encourages we need to examine the history of administration set forth by others in determining certain needs to be accomplished in effective ways and methods. Wilson’s desirable outcomes for research within the public administration field are for government systems to become more productive and organized.
