We are looking, in our group, at graffiti in a crime perspective. In this literature review we will be looking at journals, articles and websites for resources and discussing the cost and issues with graffiti worldwide.
We will analyze these resources by looking at different types of graffiti, it's cost to clean up and prevent as well as the effects on their community.
According to (Morgan & Louis 2009) graffiti is a major problem in Australia; it affects state territory government, local government, police, public transport, and utility providers, local communities and young people in different ways. In Australia, the cost of graffiti is over $1.5 billion annually, however the cost of graffiti is hard to estimate the exact figure. Weisel (2002) citied in (Morgan & Louis 2009), the lack of reporting is one of the main explanations policing agencies and other law enforcements do not have an understanding of the full extent of the environment of graffiti. (Allen 2006) Even though it’s hard to estimate the exact cost accurately United States of America spends an estimated $1.5 billion per year nationwide on cleaning up of graffiti. Gangs use graffiti to mark their territory and to recruit new members. They use spray paint with their gang colors to tag their boundaries. Gang tags are like crew tags only they are more involved in criminal activities such as drug dealing, which they use to increase its heir activities. Taggers sign their names incognito and in many places as they can. They usually work in pairs or crews and travel to tag different locations. Often they use crew tags along with their individual tag. Ideological graffiti is used as slogans or symbols and often used in political protest or anger and hate crimes. People who use this style of graffiti use it to express their opinions and governments or ethnic, race or religion, often its offensive and hostile. Conventional graffiti is common but the least problematic. It’s found in schools public bathrooms and parks. It consists of etching names into desks, doors or walls. An example of conventional graffiti is ‘Harry was here’ or ‘TK loves AR 4eva’. (Enever 2013) Graffiti is a well-known problem for Queenland Rail, not only do they pay several millions to remove and prevent graffiti; they also lose money on providing good customer service.
Graffiti vandals can cause train cancellations, delays and safety breaches. Other problems that vandals can cause are not only the risk of their own lives and other too, but it can create people to become fearful in using public transport.
Thompson K, (2009) citied in (Enever 2013). Australian Rail operators pay around $20 million dollars per year to remove graffiti from trains and railway properties. Although NSW RailCorp reduced their $40 million 2010 – 11 to $26 million in 2011-12 as the NSW Transport Minister stated in 2013.
Queensland Rail paid $938,000 on graffiti removal products to clean rolling stock, stations, and below rail groundwork in the finical year of 2011-12.

TAG was established in 2008 by Campbell Newman (elected Lord Mayor 2008) as part of his election commitment by following graffiti activity, improved the ‘Criminal Code’ (QLD) in 2013 by lifting the maximum penalty for any kind of graffiti from five to seven years’ incarceration, which is the most strictest regime in Australia that equals the same amount of maximum sentence for assault occasioning bodily harm. But the maximum sentence has never been served in practice as majority of graffiti conviction were ordered to service time doing community service or fined instead of imprisonment.

The city would then come and they would either force the shop owners to either paint over it, cut it out, or destroy it and build a new wall altogether. A large quantity of the shop owners would just paint over the art, but as Banksy pieces gradually got worth more and more, the owners began to cut out the art. They would proceed to sell it at auction for thousands or even millions of dollars. As stated earlier, Banksy does not get paid for this, the seller does. And that seller often does not like graffiti and does not support it. There are even some cases where the buyer will not support the art either and yet they will pay large amounts of money for graffiti from large named artists.
